戰略情報局（英語：Office of Strategic Services，OSS、戰情局）是美國在二戰期間成立的一個情報組織，由富蘭克林·德拉諾·羅斯福總統（小羅斯福）下令成立，同時成立的還有美國戰時情報局（OWI）。該組織即為後來中央情報局（CIA）的前身，二戰結束後杜魯門總統將其解散。

歷史[編輯]

戰情局的前身為情報協調局（COI，情協局），在二戰期間，這一機構的職能同諸如聯邦調查局等組織相重合。美軍參謀長聯席會議希望將其置於自己的掌控之下。小羅斯福則希望能將COI負責國外情報的部門留下，使其處在軍方的控制之外。情協局剩下的這部分機構就成為了戰略情報局，小羅斯福在1942年6月13日下令成立戰略情報局，還指派了曾在英國情報機構工作過的陸軍將領威廉·唐諾文以文官身份擔任該局的局長。戰情局的職責是收集和分析情報以供參謀長聯席會議使用，同時還要領導其成員執行任務。[2]1943年小羅斯福表示，要在戰後復原這個單位。杜魯門就職後不久就解散了它，但留下了其間諜和情報部門。1946年杜魯門成立了中央情報組，同時將戰略情報局的成員轉移到該部門，日後這個組織改名為中央情報局。[3]

機構[編輯]

其分支機構包括秘密情報部門，特別行動部門（Special Operations），作戰組（Operational Groups）[4]，心理戰活動部門（Morale Operations），反間諜部門（X-2）等。[5]情報部門的職責便是派遣間諜取得情報。特別行動部門負責在歐洲和亞洲組織游擊活動。比如，在諾曼第登陸前，這個部門和英國的特別行動機構一道，將許多軍官訓練並越過封鎖線派遣到歐洲同當地的抵抗組織一起戰鬥。[6]行動小組則派遣軍官進入敵占區，訓練並武裝當地人進行抵抗活動。行動小組在意大利、希臘、南斯拉夫、挪威、法國和中國訓練了數千人的別動隊同當地佔領軍作戰。[7]戰略情報局還聯合海軍部同中國國民政府軍統局共同成立了中美特種技術合作所，以加強情報交流[8]。心理戰活動部門主要進行打擊敵方士氣的活動，如散播謠言、發放傳單、干擾敵方電台等。[9]為了方便其成員活動，戰略情報局還開發許多新奇的裝備，如傳遞資訊用的空芯硬幣、藏在火柴盒裏的袖珍照相機、價格低廉的單發「解放者」手槍（這種手槍的改進型被中央情報局在越南戰爭中再度使用）等。[10]

在華活動[編輯]

戰略情報局成立後，由於麥克阿瑟的抵制，與美國陸軍情報部（日語：アメリカ陸軍情報部）一起未能在西南太平洋戰區活動。麥克阿瑟僅允許與其無爭的美國海軍情報局在西太平洋地區活動。 但由於戰略情報局大力支援美國海軍情報局，戰略情報局還是在1942年10月進入了中國開展工作。珍珠港事件發生後，歐內斯特·金海軍上將任命梅樂斯海軍中校為美國海軍駐華顧問組組長。梅樂斯1942年4月啟程赴中國，6月得到戴笠的接見。1942年9月22日，梅樂斯被威廉·唐諾文任命為戰略情報局遠東地區協調主任、駐華首席代表，10月初正式在重慶上任，成為費正清的上司。

1942年12月31日應蔣介石的要求，梅樂斯起草了《中美合作所協定》，規定戴笠為所長，梅樂斯為副所長，都對行動有否決權。1943年2月，參謀長聯席會議計劃委員會建議批准該協定，1943年4月15日羅斯福總統簽署了《中美合作所協定》。此後，美國海軍和戴笠的合作行動獨立於戰略情報局，甚至不受史迪威的管轄。美國海軍使用6架運輸機為梅樂斯運輸物資，繞過史迪威獨攬的對華租借法案的物質調派大權。戴笠並不信任戰略情報局，認為其在政治上不可信且可能是反國民黨的。[11]1943年夏，中美合作所開展了「聯邦調查局學校訓練」（FBI school instruction）專案，旨在培訓特工用於中國民眾內部的調查偵察工作，美國駐華大使館、美國國務院、史迪威、戰略情報局都反對把美國的援助用於這一領域，但美國海軍對此興致很高。到了1943年底，戰略情報局停止了與梅樂斯的合作分道揚鑣。1943年12月初，唐諾文與蔣介石、戴笠會談了4天。1943年12月8日，任滿的費正清與唐諾文一起離開重慶。
