蘇里南中央銀行（荷蘭語：Centrale Bank van Suriname，簡稱CBvS），設立於1957年4月1日[3]，系蘇里南共和國之中央銀行，其總部設於蘇里南共和國首都巴拉馬利波[2]。現任行長為吉爾摩·霍夫德拉德，他於2010年9月開始任職[4]。
歷史[編輯]
蘇里南最早於1679年作為荷屬圭亞那時期已經開始有金屬幣流通於民間交易。但是後來殖民地當局逐漸發現使用金屬幣來進行交易，成本十分高昂。於是在1757年開始，當局發行了一種記述有面值、印章及簽名的紙質「卡牌」來作為貨幣。而在那段時期里，也有一部分從宗主國荷蘭越洋船運過來的貨幣在流通，不過以這些方式來發行貨幣對當局而言都顯得十分繁瑣。
到了1829年，殖民者於巴拉馬利波成立了（荷屬）西印度銀行（英語：West-Indische Bank）來發行貨幣，但不幸地，該銀行只運作到1848年便宣佈解散。不久後於1863年，當地廢除了奴隸制，勞動人口大幅增加，經濟也隨之大幅增長。此時一個貨幣發行機構的成立勢在必行。於是於1865年1月19日荷蘭人西蒙·阿本達農（Simon Abendanon）利用私人資本在當地設立了蘇里南銀行（荷蘭語：De Surinaamsche Bank，簡稱DSB），以作為當地的准央行機構，開始發行貨幣。
二戰後，在聯合國之決議輔導之下荷屬圭亞那於1954年被荷蘭規劃為一個海外自治省，蘇里南獲得自治權後，貨幣體系隨之需要改變。到了1956年，自治政府發佈了《1956年中央銀行法案》（荷蘭語：Bankwet 1956）[6]。翌年1957年4月1日，蘇里南中央銀行正式成立，並依法接管了蘇里南銀行之貨幣發行權。後來蘇里南於1975年11月25日正式脫離荷蘭獨立，而蘇里南中央銀行一直沿襲至今。[7]

蘇里南中央銀行作為蘇里南共和國之貨幣最高主管部門，並作為金融業之監管人。其核心目標是通過貨幣政策及外匯儲備積累等行為，維護蘇里南元之購買力[8]。
職能[編輯]
根據蘇里南共和國《1956年銀行法案》（Bank Act of 1956）之規定，蘇里南中央銀行被分配履行之職能有[9]：
- 保持國家貨幣蘇里南元之價值穩定；
- 維繫蘇里南元在國內之流通並逐步推廣非現金支付；
- 促進銀行業與信貸業穩健發展；
- 監管銀行業、信貸業、保險業與外幣兌換業務；
- 推動蘇里南之外貿交易發展並使之更加便利；
- 促進蘇里南之國家經濟均衡發展；
