文斯·凱布爾爵士（英語：Sir Vince Cable；1943年5月9日—），英國自由民主黨籍政治家和經濟學家、前任卡麥隆聯合內閣商業、創新及技能大臣、1997年至2015年及2017年起擔任議員、2017至2019年間擔任自民黨領袖。

祈在大學學習經濟學， 並在1966年擔任肯亞政府經濟顧問。在20世紀70年代至20世紀80年代，祈擔任英國政府和大英國協秘書處顧問。1995-1997年任皇家殼牌公司首席經濟學家。在1970年代, 祈活躍於工黨並擔任格拉斯哥市市長。但是在1982年，他加入社會民主黨（後演變為自由民主黨），在1983，1987和1992年參加議會選舉，但直到1997年才當選為倫敦選區國會議員。

從2003年到2010年5月，祈一直是自民黨發言人。他在2006年當選為自民黨副領導人，並在2007年10月時任領導人坎貝爾辭職後代理領導人2個月直到克萊格當選。祈在2007-2010年的金融危機中表現突出，因在危機中警告個人債務過高而備受讃賞。2010年5月辭去副領導人之職，以尊注在與保守黨新合組聯合政府中的商業大臣內閣職務。

2015年伴隨自民黨的慘敗，失去議席予保守黨員。但於2017年提前大選中取回議席，並於同年在無競爭對手的情況下獲選為黨魁。在帶領該黨於2019年5月歐洲議會選舉取得佳績後，他旋即辭去黨魁，並於7月正式卸任。之後獲繼任者斯溫森先後安排擔任該黨在國會的健康及社會關懷，和內閣辦公室發言人。他亦宣布放棄競選連任議員。

早年生涯和教育

祈出生於約克。他進入劍橋大學菲茨威廉學院學習自然科學和經濟學，並在1965年擔任劍橋學聯主席。他後來獲得格拉斯哥大學經濟學博士學位。

經濟學生涯

祈曾經在格拉斯哥大學和倫敦政經學院任教。1966-1968年，他擔任肯亞政府財政部官員。

在1970年代， 他是時任工業大臣史密斯的特別顧問。

學費

2010年秋季， 祈因其在學費問題上搖擺不定的立場而受到關注。2010年大選之前，他和其它自民黨成員誓言反對學費上漲。但是作為現任政府商務大臣， 他負責英國政府的學費從£6,000上漲到£9,000的政策。

私人生活

祈的第一任夫人是Olympia Rebelo, 1968年結婚，育有3個子女，Rebelo於2001年去世。祈於2004年再婚。
