欧洲理事会文化路径，简称欧洲文化路径，这是一个由欧洲理事会颁发的认证，来组织宣传欧洲共享文化、历史及记忆。这些路径必须符合由欧洲理事会推动的基本价值，像是民主、人权及文化旅游框架内的跨文化交流。[1]

欧洲文化路径不一定是一条能够步行的实体路径，它可以由文化相关的利益关系人组成，像是博物馆、地方政府聚集在一个统一的联合组织中。获得认证的欧洲文化路径可以带来更大的可见度、利益关系人网络甚至是资金。 [2]该计划由欧洲理事会而非欧盟发起，尽管它对欧盟也有所贡献。 [3]因此，该计划超越了欧盟的范围，甚至超越了欧洲一般的范围 - 因为一些路径延伸至北非或中东。 [4]

发展背景

欧洲文化路径是由欧洲理事会实施的欧洲文化整合工具，始于1954年的《欧洲文化公约》。[9]

1987年10月23日，圣地亚哥ž 德 ž孔波斯特拉宣言确立了“圣地亚哥ž德ž孔波斯特拉朝圣之路”，成为第一条欧洲文化路径。 [10]从那时起，欧洲理事会逐渐实施对具有文化、社会或历史意义的路径进行认证，以促进欧洲文化和人民之间的交流。认证标准在该计划的存在期间多次修订，最后一次是在2013年12月进行的修订。[11]

1998年，根据欧洲理事会和卢森堡政府之间的政治协议，设立了欧洲文化路径中心（EICR）。自此，EICR负责管理欧洲文化路径计划，确保路径相关协会、大学网络、欧洲理事会以及自2010年以来的EPA法定机构之间的联系。因此，该中心针对欧洲文化路径的利益关系人筹办几次年度会议，协助认证新的文化路径，每三年评估已认证的路径，或是推广文化路径。

2010年12月，欧洲理事会部长委员会通过了一项决议，建立了“欧洲文化路径扩大部分协议（EPA）”。该协议旨在使该计划的资金和组织更加方便。EPA总部设在EICR，定期召集对该计划感兴趣的一些国家的代表，他们有权认证新的文化路径，以及评估已经认证的路径。 [12]
