科威特中央銀行（阿拉伯語：بنك الكويت المركزي‎；英語：Central Bank of Kuwait，簡稱CBK），是科威特國之中央銀行，其設立於1969年[3]，總部位於首都科威特市[1]。其不僅負責科威特第納爾的專權發行，還負責與科威特證券交易所（英語：Kuwait Stock Exchange）（KSE）、科威特工商部（英語：Ministry of Commerce and Industry (Kuwait)）、科威特財政部（英語：Ministry of Finance (Kuwait)）一齊負責監管證券市場[7]。

在1961年科威特宣佈獨立的前一年，科威特已經從英國手裏先後接管了司法權與貨幣管理權。同年科威特埃米爾發佈《1960年第41號埃米爾令》（Amiri Decree No. 41 of 1960），設立科威特貨幣委員會行使貨幣發行職能。但是科威特貨幣委員會的職能僅限於發行紙幣和硬幣，不像真正的央行一樣擁有廣泛的職權。因此在科威特獨立後，也伴隨着國際經濟環境的日益變化，到了1968年科威特埃米爾又發佈了《1968年第32號法案》[8]，設立科威特中央銀行取代原貨幣委員會，正式成為一個行使央行職能的機構[9]，同年4月1日，科威特中央銀行開始運作[2]。
在2003年科威特為加強打擊恐怖主義融資的力度，在央行轄下設立了金融情報組（英語：Financial Intelligence Unit,簡稱FIU）[10]。2008年3月13日，科威特中央銀行決定興建新總部大樓，中國央企中建三局二公司中標該工程，總金額4.06億美元（約合人民幣30億元）[11]。
2011年8月科威特國民議會爆出腐敗事件，反對派議員穆薩拉姆·巴拉克（英語：Musallam Al-Barrak）以此為由要求行長薩利姆·阿卜杜勒-阿齊茲·薩巴赫（英語：Salem Abdulaziz Al Sabah）下台[12]。翌年2012年3月，已任職二十六年之久的行長薩利姆·阿卜杜勒-阿齊茲·薩巴赫（英語：Salem Abdulaziz Al Sabah）因反對政府（英語：Government of Kuwait）常年過度支出的財政政策，向首相正式辭職[13][14]。而穆罕默德·哈希勒接替其就任新行長[15]。

職能[編輯]

科威特中央銀行根據科威特國《1968年第32號法案》（Law No. 32 of 1968）之規定[8]，其職能包括[16][17]：

  • 發行國家貨幣科威特第納爾，以及代表科威特國參與國際金融事務；
  • 維持科威特第納爾之價值穩定，並確保其可以自由兌換；
  • 實施合宜的信貸政策，以促進社會經濟之增長；
  • 促進國民收入之增長；
  • 管控國家的銀行體系；
  • 擔任政府的經濟事務顧問；

組織架構[編輯]

科威特中央銀行以董事會為最高決策部門，其成員有八人，行長為當然主席，其他成員包括副行長、科威特工商部（英語：Ministry of Commerce and Industry (Kuwait)）副部長、科威特財政部（英語：Ministry of Finance (Kuwait)）副部長，及四位專業僱員[18]。董事會以下，行長與副行長俱為執行官，下轄各部門。[19]
