蘇珊·賴斯（英語：Susan Elizabeth Rice，1964年11月17日—）是一名美國女性外交官、前智庫成員、外交政策顧問。自2021年擔任美國國內政策委員會主任。2009年1月22日至2013年擔任美國常駐聯合國代表。2013年7月1日，她接替托馬斯·唐尼隆擔任國家安全顧問至2017年。[1]在克林頓政府時期，她曾擔任國家安全會議成員和美國非洲事務助理國務卿[2]。
早年與教育[編輯]
她生長於華盛頓特區[3]，她父親Emmett J. Rice (1919-2011)是康乃爾大學的經濟學教授和聯邦儲備系統的理事[3]。她母親Lois Dickson Fitt是一名教育政策領域的學者。她弟弟John Rice是一名畢業於哈佛大學商學院的工商管理碩士。
童年時她夢想能成為美國第一位來自於華盛頓特區的聯邦參議員[3]。1986年她畢業於史丹福大學的歷史系，在校期間她獲得過杜魯門獎學金[4][5]。後來她就讀於牛津大學新學院，分別於1988年和1990年獲得哲學碩士和博士學位[3]。

克林頓政府[編輯]
1993到1997年，她是國家安全會議的成員。1993到1995年她擔任國際組織與維護和平(International Organizations and Peacekeeping)的主任。1995到1997年擔任總統的特別助理和非洲事務高級主任。1997年10月到2001年1月擔任美國國務院非洲事務助卿。
商業與智囊[編輯]
2001到2002年，她擔任位於華盛頓特區的戰略研究組織——Intellibridge的行政總裁和負責人[6]。2002年，她加入布魯金斯學會成為一名在外交政策和全球經濟與發展項目領域的高級成員，在這裏她專注於研究美國的外交政策、失敗國家、全球貧窮問題以及跨國性的安全威脅等問題。在2004年美國總統選舉期間，她擔任民主黨候選人約翰·克里外交政策的顧問。
奧巴馬政府[編輯]
在2008年美國總統選舉期間，她離開布魯金斯學會擔任巴拉克·奧巴馬的外交顧問。2008年11月5日，她被提名為奧巴馬籌備政府過程的智囊成員[7]。2008年12月1日，被奧巴馬提名為美國常駐聯合國代表[8][9]，2009年1月正式上任，成為首位擔任該職位的非裔美國女性[10]。在職期間比較重要的事件就是2011年2月促成在利比亞建立保護平民的「禁飛區」的聯合國安理會決議的出台和國際聯軍於3月開始的軍事干預行動[11][12]。
本來她有望接替希拉莉·克林頓擔任國務卿，不過由於2012年9月11日發生的美國駐利比亞班加西大使館遇襲事件使她受到國會議員尤其是共和黨人的指責，而擔任國務卿需要經參議院的通過任命才能上任，因此奧巴馬沒有提名她擔任國務卿。後來她被奧巴馬提名擔任國家安全顧問，這一超然職位不需要參議院通過即可上任。
拜登政府：國內政策委員會主任（2021年至今）[編輯]
拜登選擇賴斯領導國內政策委員會。[13]這讓許多政治評論員感到意外，認為她在外交政策方面的經驗高於國內政策。[14]
個人生活[編輯]
1992年她與ABC News的監製Ian Cameron (他生於加拿大維多利亞)[15]在華盛頓特區的國家大教堂結婚。兩人是在史丹佛大學讀書時結識的[16]，目前兩人育有2個孩子[17][18]。
