刘孔中，中华民国法学家，专长领域为知识产权。现任新加坡管理大学李光前法学教授、中国人民大学法学院教师[1]。曾任中华民国中央研究院法律学研究所研究员以及国家通讯传播委员会委员[2]。台湾大学法律学士、硕士，后赴德国慕尼黑大学攻读法学博士。

争议[编辑]

2007年，担任国家通讯传播委员会委员时，因找其姐夫担任驾驶[3]，违反《公职人员利益冲突回避法》等法，遭行政院停职并移送监察院，2009年3月17日，监院廉政委员会认定刘孔中确实违反《利益冲突回避法》，决议裁罚一百万元。刘得知后表示，监察院并非裁罚机关，应是移交公惩会决定。[4]刘孔中表示“他询问主任秘书吴嘉辉并转承办科长，明确告知没有任何限制”。[3]

2019年，中央研究院发函，只要是台湾地区人民在中国大陆地区担任大学专任教师者，自8月起不得担任中央研究院兼任研究人员。刘孔中因赴中国人民大学任教，“被请辞”[来源请求]中央研究院兼任研究员[2]。刘孔中现受聘新加坡管理大学及中国人民大学法学院，中国人民大学以“中国人民大学‘千人计划’学者”专案聘用（海外高层次人才引进计划），该计划引发美国之媒体讨论。[5]在新加坡大学的简历页面[6]中，明白显示他是千人计划招募学者。[来源请求]其时刘孔中仍受聘于台湾中研院担任兼任研究人员，因被爆出参与千人计划，[来源请求]任教于中国人民大学[7]，且未依流程申请，中研院表示“对于违反上述规定（《台湾地区与大陆地区人民关系条例》）禁止事项的人员，中央研究院碍难将其聘任为兼任研究人员。”刘孔中则认为系《台湾地区与大陆地区人民关系条例》解释问题。[8]
