曼比季攻势是叙利亚民主力量于2016年5月31日发动的攻势，[10]目标是攻占由伊斯兰国控制的叙利亚阿勒颇省城市曼比季，以切断伊斯兰国与土耳其之间仅余的补给线，及阻止伊斯兰国成员离开叙利亚到土耳其和欧洲发动恐怖袭击。[11][12][13]美国领导的多国联盟在本次战役中多次空袭伊斯兰国目标。[12]

初期攻势[编辑]

2016年5月31日，叙利亚民主力量开始进攻曼比季地区，有少量美军特种部队在接近前线的地方支援他们。[11][14][15]

6月4日，叙利亚民主力量攻占更多村庄，切断曼比季与拉卡之间的道路。[16][17]据报伊斯兰国从阿扎兹调兵增援曼比季。[18]

到6月6日黄昏，叙利亚民主力量在曼比季以南已推进至距离该市2公里之内。[19]

6月9日，叙利亚民主力量从东、北、南三面向曼比季推进，企图包围曼比季。[20]同日伊斯兰国在曼比季以南发起规模有限的反攻，声称已夺回少量村庄。[21]

合围[编辑]

6月10日，叙利亚民主力量完成对曼比季的包围，切断曼比季所有对外通道。[22]包围圈内有2,000名伊斯兰国战士[6]及数以万计的平民[23]。

6月17日，曼比季的西部入口有激烈战斗。[24]叙利亚民主力量的指挥官表示有一些伊斯兰国战士在尝试逃出包围圈时乔装成女人。[25]叙利亚民主力量于同日稍后时间攻入曼比季西部。[26]

6月20日，伊斯兰国一度夺回3个村庄，[27]不过后来被击退。

6月23日有报道称仍有至少1,000名伊斯兰国战士在曼比季，另有至少2万平民被困在城内。[28]

伊斯兰国的反攻[编辑]

2016年7月2日至4日，伊斯兰国在包围圈外发起两次反攻，企图打破对曼比季的包围，皆被叙利亚民主力量和联军空袭击退。[29]据报伊斯兰国在7月4日有超过100名武装分子阵亡，2辆坦克被击毁。[30]

城中战斗[编辑]

从7月11日至13日，叙民主力量在曼比季西部攻占更多地区，把包围区分割成东西两部分，[31]并攻占较小的西包围区大部分区域。[32]据报曼比季残余的伊斯兰国战士试图与叙民主力量谈判，谋求叙民主力量让他们安全离开曼比季到其它被伊斯兰国控制的地区。[33]一名叙民主力量官员表示曼比季的伊斯兰国战士只有两个选择：投降或战死。[34]

7月17日，叙民主力量攻占曼比季西部一个伊斯兰国指挥中心，该中心隐蔽地设于一所医院之内。7月18日，21人在曼比季北部城区被联军空袭炸死。[35]7月19日清晨，伊斯兰国从北、南、西三面向曼比季反扑，试图解除曼比季之围，被叙民主力量和联军空袭击退，据报有多达111名伊斯兰国战士阵亡。[36]同日据报有至少56名平民在曼比季以北被联军空袭炸死。自曼比季攻势开始以来，联军在曼比季一带已进行超过450次空袭。曼比季的电力和食水供应已中断，战区内仍有数以万计的平民被困，但是伊斯兰国战士禁止平民离开，并处死企图逃走的平民。[35]一名美军上校于7月22日指责伊斯兰国利用平民当人盾和诱饵。[37]

为了减少平民伤亡，叙民主力量于7月21日宣布，容许伊斯兰国战士于48小时限期内可以带同个人用的轻武器离开曼比季。[38]不过直至7月23日限期届满伊斯兰国仍然没有接受上述“最后通牒”。[39]

武装分子撤离[编辑]

2016年8月12日，曼比季残余的伊斯兰国武装分子撤离曼比季。约500辆载着武装分子和平民“人盾”的车辆驶离曼比季，前往被伊斯兰国控制的贾拉布鲁斯。据报叙民主力量与武装分子达成秘密协议，武装分子可以和平离开曼比季，换取他们释放手上胁持的平民人质。被胁持的平民人质稍后在伊斯兰国控制区获释。武装分子撤出后，叙民主力量宣布曼比季已被解放。[40]

“叙利亚人权观察”记录了共有299名叙民主力量战士、1,019名伊斯兰国武装分子及至少438名平民在2016年5月31日至8月12日的曼比季攻势中被杀。[7]

在伊斯兰国占据曼比季期间，居民在日常生活上受到诸多限制，例如禁止男子剃须。武装分子撤走后，大批曼比季居民上街庆祝重获自由。[41]
