布希召開兩院議會緊急經濟會議

《經濟穩定緊急法》（Emergency Economic Stabilization Act）是經美國國會參議院和眾議院通過的立法，並於2008年10月3日由美國總統喬治·沃克·布希簽署。該法涉及七千多億美元的金融救援方案。[1]

經濟背景[編輯]

2008年9月，美國次貸危機進一步升級。接著美國政府進行了幾次救助行動，例如9月16日對美國國際集團的850億美元的救助以及聯邦政府接管房利美及房地美的行動。但雷曼兄弟的破產使形勢更加嚴峻起來。

10月6日，道瓊工業指數下跌700點，四年內首次跌破10000點大關。

保爾森的提議[編輯]

美國財政部部長亨利·保爾森提出了一項7000億美元的購買壞帳計劃[2]。布希迅速宣布支持此計劃，國會兩院開始進行激烈的爭論。

保爾森與美國聯邦儲備銀行主席本·伯南克、美國證券交易委員會主席克里斯多佛·考克斯、國會領袖以及總統布希促進了草案的形成。

這項提議允許聯邦政府購買價值7000億美元的次級抵押貸款的壞帳，收到了投資者的支持。

計劃的關鍵挑戰在於壞帳的購買價格，是一個複雜的關於房價、貸款信用程度等的工程，政府決定購買價格的方法為購買當時的價格。

初始計劃給美國財政部不受限制的7000億美元的使用權利，違背了美國立法政府、法庭、國會的三權分立原則。

潛在影響[編輯]

7000億美元的救助金額如果平分到每個美國人的話，每個人就要支付$2,295，所以若不能保證每一分錢都沒有浪費的話，對納稅人是一件很不公平的事情。

而2008年美國財政赤字為29000億美元，如果此計劃通過年度赤字會升到36000億美元。

9月27日-28日，國會部分議員、兩黨總統競選人與財政部、總統行政部門為了改善法案內容進行了磋商，以下是他們進行磋商的關鍵內容：[19][20]

  • 公司執行人工資限制
  • 政府救助的公平性，以保護納稅人
  • 法院、國會更多的監督
  • 所有與法案有關的部門的權利、結構

眾議院第一次投票[編輯]

9月28日，美國財政部宣布了此7000億美元的議案。

9月29日，美國參議院和眾議院分別計劃進行辯論和投票[21]。在當天上午的新聞發布會上，布希總統表示他相信國會會順利通過此議案，並且美國經濟會很快恢復。但有一些共和黨眾議員表示投反對票。[22][23][24]

在當天的眾議院投票中，議員們以205票支持，228票反對，1票棄權否決了此項計劃。[25][26][27]

此消息公布後，美國道瓊工業指數下降了6.98%，下跌了777.68點，是歷史上最大點數下跌。[28]

10月1日，美國國會參議院進行了改善後的法案的辯論及投票。

結果顯示，有74人支持，25人反對，泰德·甘迺迪參議員因病缺席。[29][30][31]

參議院順利通過法案。

眾議院第二次投票[編輯]

10月3日，美國國會眾議院進行了第二次投票，以263-171通過了修正後法案。[32]

美聯儲的利率調整[編輯]

法案允許美國聯邦儲備系統給銀行相對於法定準備金比率更高的利率。[34]

壞帳的管理[編輯]

法案允許美國財政部建立減輕壞帳工程以從金融機構購買壞帳。穩定金融系統辦公室會一起創建以運營此工程。執行計劃時，財政部部長必須和美聯儲董事會、聯邦存款保險公司、通貨監理官、美國儲蓄機構管理局總管以及美國住房及城市發展部部長共同協商。[35][36]

法案批准的7000億美元中，2500億美元交給財政部處理，1000億交給總統處理，另外3500億美元則要經國會批准後交給財政部使用。[37][38]

政府平等投資[編輯]

法案規定財政部必須公正的投資，有義務購買無表決權股。[39][40]

公司高管工資限制[編輯]

法案規定，若一個公司接受了政府的補助或貸款，禁止給公司權力最大的五位高級管理人員任何更多的激勵。[41]同時，公司不得增加高級管理人員的高級職員離職補償費。

透明性[編輯]

每次救助行動兩天以內，財政部必須公布對行動的描述、介入資產數量、資產購買價格以及其電子文件。[39][42]

小組的任務是觀察市場情況、現有監察制度以及財政部對工程的管理。自財政部第一次行動起，他們每30天都要在國會匯報一次觀察情況。[44]

總審計長監察[編輯]

美國總審計長需要監察工程的執行情況，並且每60天在國會作一次匯報。[45][46]

聯邦儲蓄保險公司的保險[編輯]

從法律通過日期到2009年12月31日，美國聯邦儲蓄保險公司將為所有儲戶提供從原來的10萬美元的存款保險到現在的25萬美元的存款保險。[48][49]
