革命根據地在毛主義中是指進行人民戰爭時需要建立的基地。人民戰爭應該從敵人統治薄弱的地方（山區、森林）開始。為了避免出現物資匱乏的問題，革命根據地的軍隊可以猛攻敵方守備力量薄弱的倉庫[1]。
