北約五國

北約五國（英語：The Quint或NATO Quint）是指美國和歐洲四大經濟體（法國、德國、意大利和英國）組成的非正式決策集團。^[1]^[2]它們共同參加了不同機構和組織，包括北大西洋公約組織、經濟合作與發展組織、七國集團和二十國集團等。^[3]^[4]

五國中，美國、法國、英國為"核武器擁有國"，意大利與德國作為北大西洋公約組織成員國共有核武器。

歷史[編輯]

法國總統夏爾·戴高樂首先向英國和美國提出成立外交政策的三國核心的構想（參見富歇計劃（英語：Fouchet Plan））。然而，該計劃從未付諸實施。不過，上述三國外加德國之間的外長會談在1980年左右被熟知為四方會談（Quad meetings），但這些會談多只是象徵性的，因而不產生實質性質的決策。^[5]如今的北約五國可能起源於聯合國成立的處理南斯拉夫問題的多方聯絡小組（英語：Contact Group），這一小組的成員國包括五國加上俄羅斯。現今，五國領導人每兩周參與一次視頻會議，在例如歐洲安全與合作組織、北大西洋公約組織、二十國集團、聯合國等各組織會議或是其它論壇上會面，在所有主要國際事務中進行共同商討。^[6]除領導人會晤外，五國的會談也在部長級別和專家級別上進行。^[7] ^[8]^[9]五國連同俄羅斯和中華人民共和國共同參與了全球決策，例如：在敘利亞和平進程（英語：Syrian peace process）和黎巴嫩問題方面，五國有過共同聲明和共同會晤。^[10] ^[11] ^[12]
