The University of Management and Technology (UMT) is a private for-profit university in Arlington, Virginia. The university was founded in 1998 and offers accredited undergraduate and graduate degrees, including associate's, bachelor's, master's, and doctoral degrees, as well as certificate programs[1].

In 2010-2014, UMT’s president, Dr. Yanping Chen was investigated by the U.S. government for her suspected ties to the military of the People's Republic of China. In March 2014, the Office of the U.S. Attorney ended its investigation with no charges brought against Chen. Based on accusations made by Fox News in 2017, the university was denied participation in the Department of Defense's tuition assistance program in 2018.

History

Founded in 1998

When the university was founded in 1998, Dr. Yanping Chen served as the founding president[2][3] while Chen's husband, Dr. J. Davidson Frame, served as the founding dean of the university.[4][5] At its inception, it offered two graduate degrees: an MBA and a Master of Science in Management (MSM) with a focus on project management[6]. In 2003, it was authorized to offer a full range of degree programs, including the associate’s, bachelor’s, master’s, and doctoral degrees[7].


UMT has built a global higher learning community through its online and distance education. Its students reside in 50 states, the District of Columbia, 4 US territories of the United States, and 78 countries worldwide. As of January 2019, UMT has provided various levels of education programs to 24,380 students. Of these, 13,320 have earned their degrees from UMT[8].


Suspected ties with Chinese military

In 2010-2014, Chen was under investigation by the U.S. government for her suspected ties to the military of the People's Republic of China. In 2012, the Federal Bureau of Investigation raided Chen’s home and her office at the university as part of its counterintelligence operation.[9][10][11] According to three Fox News reports based on information from case files leaked to it by the FBI, the investigation focused on allegations of false representations about Chen's military career that she allegedly made on her immigration forms and the potential compromise of UMT's military personnel records by remote access from the People's Republic of China.[9][12][13] According to Fox News, in March 2014, the U.S. Attorney’s Office for the Eastern Distict of Virginia indicated that the investigation would not be pursued further. No charges were brought against Chen. Fox News further reported that the FBI disagreed with this decision based on the case law and the extent to which the evidence presented in court could potentially compromise intelligence sources and collection methods.


In its June 28, 2017 article, Fox News also indicated that the FBI had reopened the investigation, based on an assertion by U.S. Congressman Jason Chaffetz, who reported to reporter Catherine Herridge that “they’re quote, unquote, reopening the investigation.” On July 1, less than one week after making this statement, Chaffetz resigned from Congress and joined Fox News as a commentator[14]. Neither Chaffetz nor Herridge revealed the Fox News-Chaffetz business relationship.


U.S. military veteran enrollment

Before the Fox News reports the university received over the course of five years from the time of the 2012 raids over $6 million in government funding from the Defense Department in the form of tuition assistance programs as well as the Department of Veterans Affairs through the post-9/11 GI bill.[9][12][13] According to a December 2018 federal lawsuit filed by Chen which accused the FBI, Department of Justice, Department of Defense and the Department of Homeland Security of committing privacy violations by leaking her personal information to Fox News, the university suffered a precipitous drop in enrollments and revenues since the publication of the reports.[15]



Academics

Authorizations

UMT is authorized to operate by the State Council of Higher Education for Virginia (SCHEV).[16] It is accredited by the Distance Education Accrediting Commission (DEAC).[17]


UMT has been active in Project Management Institute (PMI) to promote project management as a profession. UMT's project management degree programs have specialized accreditation by the Global Accreditation Center of the PMI.[18]


UMT is an institutional member of the Council for Higher Education Accreditation (www.chea.org). CHEA is a private, nonprofit national organization that coordinates accreditation activities in the United States. CHEA is the largest institutional higher education membership organization in the United States with approximately 4,000 accredited colleges and universities and more than 60 participating in national, regional, and specialized accrediting organizations. Financial Aid

Military Scholarship: 36% reduction in tuition plus free book loans. Eligibility extended to active duty US military personnel, National Guard, Reserves, and honorably discharged veterans.


First Responders Scholarship: 36% reduction in tuition plus free book loans. Eligibility extended to federal, state, and local police officers, paramedics, emergency medical services personnel, and firefighters.[19]


Project Management Institute Education Foundation (PMIEF) Scholarships: Full and partial scholarships for degree students studying project and program management at the undergraduate, graduate, and doctoral level.[20]
