2023年6月，据报导保罗·汤玛斯·安德森即将上映的电影已经由华纳兄弟获得发行权，据传该片将由瓦昆·菲尼克斯、维果·莫天森和瑞吉娜·霍尔主演[2] 。

2024年1月，李奥纳多·狄卡皮欧、西恩·潘和霍尔确认参演[3]。2024年2月，艾拉娜·海姆、堤亚娜·泰勒、伍德·哈瑞斯、夏娜·麦克海儿和蔡斯·菲尼迪（Chase Infiniti）参演[4]。狄卡皮欧将获得2000万美元的片酬[1]。

拍摄于2024年1月29日在卡滕进行[5][6]，并于洪堡县的尤里卡、阿克塔和千里达进行11天的拍摄[7]，工作标题为“BC Project”。2月3日，剧组转至萨克拉门托拍摄[8]。为了方便拍摄，剧组清除了塞萨尔·查维兹广场内的露宿者帐篷结果引发了一些争议[9]。
