維坎·維奇克（英語：Vukan R. Vuchic，塞爾維亞語：Vukan Vučić，塞爾維亞語西里爾字母：Вукан Вучић）是一名公共交通專家、賓夕法尼亞大學教授，[3]曾任美國運輸部交通系統規劃、設計和運營顧問。1994年，他當選為塞爾維亞科學與藝術學院的成員。[4]

格雷戈里·湯普森（Gregory Thompson）將輕軌公共交通模式的定義歸功於維奇克1972年的一份報告，該報告將美國新興的地鐵-有軌電車運營與歐洲現狀進行了比較，不過至少早在1962年，Dean Quinby就討論過輕軌的概念了。[5]維奇克通過評估公交車、輕軌或地鐵的比較價值，就城市公共交通的經濟價值提出了觀點。在1972年10月為城市大眾運輸管理局制定的輕軌定義報告中，他指出每種特定的城市地理環境下都有相對更好的選擇。例如，公共汽車在低密度地區優於輕軌。他將其與地鐵作對比，地鐵在人口密度較大的情況下能保證大運量、高速度的服務，因而是更優越的。輕軌是中型運輸服務的最佳解決方案，在空間有限而需求適中且高成本投資不可行的情況下，相對汽車有競爭力。[6]
有意思的是他1973年的研究，其中他比較了新澤西州林登沃爾德的重軌服務港務局交通公司高速線與Shirley高速公路上的BRT（快速公交）車道。儘管BRT線路的初期投入較低，但與Shirley BRT相比，港務局交通公司高速線（重軌）的客流量和票務收入較高。[7][8]
