阿塔爾隧道（原名羅唐隧道）[1]是位於印度喜馬偕爾邦列城至馬納利公路上的一條隧道，穿越喜馬拉雅山脈比爾本賈爾嶺的羅唐山口（英語：Rohtang Pass）[2][3]。以9.02千米的長度，成為世界上海拔10,000英尺（3,000米）以上最長的公路隧道，並以前印度總理阿塔爾·比哈里·瓦傑帕伊命名[4] 。

隧道建成後，節省了馬納利至傑朗（英語：Kyelang）的距離和行車時間60 km（37.3 mi）[5]。隧道海拔3,100米（10,171英尺），從而避免了原來的翻越海拔3,978米（13,051英尺）的羅唐山口的，由於積雪去年僅通車4個月的舊路。隧道平行建設2.25米高、3.6米寬的緊急疏散隧道。

位置[編輯]

羅唐隧道並不正好位於羅唐山口，而是在其西部。隧道南端在馬納利以北10公里、羅唐山口以南40公里的Palchan離開舊路向左轉彎，穿過Solang（英語：Solang）村，10 km之後到Dhundi。隧道南端入口在Dhundi以北，跨過Chenab River支流Bhaga River，坐標32.3642°N，77.1330°E.

隧道北端點在Teling村附近的坐標32.4388°N, 77.1642°E與舊路交匯。即羅唐山口北側的Gramphu村以西10 km處。

歷史[編輯]

1983年就提出此項目。[6]印度總理阿塔爾·比哈里·瓦傑帕伊於2000年6月3日宣佈啟動項目，投資50億印度盧比，[7] 2006年5月6日印度邊境道路局獲得了項目合同,[8] 2002年5月23日,瓦傑帕伊出席開工典禮。[9] 但項目並未實際動工。隨後的國大黨政府任內，索尼婭·甘地在隧道南口再次宣佈開工，投資修訂為133.5億盧比。[10]預計2010年竣工。

但隨後工程幾乎無進展。[11]2004年12月估計項目需耗資170億盧比。[12]2007年5月，項目轉包給澳大利亞雪山工程公司（英語：SMEC Holdings），竣工日期為2014年。[13]儘管2008年多次宣佈工程開工，[14]到2009年11月實際上什麼都沒做。[15]

2009年9月，項目轉給了印度孟買的Shapoorji Pallonji Group（英語：Shapoorji Pallonji Group）的AFCONS基礎設施有限公司與德奧斯特拉巴格公司（英語：STRABAG）的風險項目聯合體。[16]在內閣安全委員會（英語：Cabinet Committee on Security）確認羅唐項目後[17]，2010年6月28日在羅唐隧道南口正式開工。鑽爆法掘進。[18]

由於冬季降雪使得羅唐山口公路停運，因此每年只有4個月在隧道北口可以掘進施工。[19]2012年1月，隧道掘進了2.5 km。[20]2012年6月, 掘進了3.5 km。[21]隨後由於隧道進水（300萬升/天）而進展緩慢，掘進速度從每天5m降到了0.5m。2013年8月8日，突發降雨山洪導致建設施工輔路的42名工人死亡。[22]2013年10月，掘進了略超4 km。2013年10月17日，隧道北口約30 m頂棚坍塌導致停工。[23]2014年9月掘進了4.4 km。[24][25]2016年12月，掘進了7.6 km。[26][27]2017年4月，掘進了7.8 km[28]

最終於2020年10月7日完工通車。
