斯蒂芬·巴塞特（英语：Stephen Bassett）是一名美国说客，“范式研究小组”（PRG）的创始人和现任执行董事，力图游说美国政府承认存在外星生命并解密相关资讯。[1]
生平
[编辑]1996年，巴塞特成为一名注册说客，并移居华盛顿特区，成立了“范式研究小组”（Paradigm Research Group，缩写：PRG）[3][4]。1999年7月13日，成立了“地外现象政治行动委员会”（Extraterrestrial Phenomena Political Action Committee）[5]。巴塞特被媒体称为是美国唯一有关不明飞行物/外星生命议题的注册说客[6][7][8][9]。
曾担任前凤凰城市议员法兰西丝·艾玛·巴伍德1998年竞选亚利桑那州州务卿的竞选主任[10]。
2002年，巴塞特以独立人士身份参选马里兰州第八国会选区的众议员席位，虽然他成功征集了超过五千个联署签名、获得登上选票的资格，但被民调所忽略，也未能参与辩论[2]。
2013年，范式研究小组在华盛顿特区举办了名为“公民揭秘听证会”的模拟听证会，以每人2万美元的酬劳邀请了6位美国前议员参与。包括斯坦顿·弗里德曼在内的来自世界各地的UFO研究者在该次听证会上作证[11][12]。
