2024年加州第20國會選區特別選舉（2024 California's 20th congressional district special election）即將舉行特別選舉，選舉美國眾議院新議員[1]。前眾議院議長凱文·麥卡錫2023年12月31日辭職之後進行。[2]
加州州長加文·紐森計劃於2024年5月21日舉行特別選舉，並於2024年3月19日舉行初選[3]。共和黨籍方文思和邁克·布德羅獲得提名。該選區被認為是安全的共和黨選區，因為麥卡錫在2022年贏得67.2%的選票。
第118屆國會開始時，共和黨在2022年選舉中獲得微弱多數，使得時任眾議院共和黨會議領袖麥卡錫在會議開始時競選議長。然而，極右翼自由核心小組反對延長選舉時間，導致了十五輪投票，最終麥卡錫當選。核心小組在麥卡錫任職期間繼續反對麥卡錫，並威脅在他參與聯邦預算談判後關閉政府。當麥卡錫帶領眾議院通過一項持續決議，依靠民主黨核心小組的投票有效避免政府關門時，佛羅里達州聯邦眾議員馬特·蓋茨提出一項辭去議長職務的動議。 10月3日，該議案以微弱優勢獲得通過，麥卡錫被罷免眾議院議長職務，是美國歷史上首次罷免議長。
被認為是麥卡錫門徒的議員方文思最初拒絕競選，隨後宣布將競選該席位。加州州務卿雪莉·韋伯認為方文思沒有資格參加2024年共和黨初選（但並非沒有資格參加特別選舉），因為方文思已參加加州議會的連任選舉。國家法律禁止[4][5]。方文思起訴州政府，高等法院法官Shelleyanne WL Chang做出對方文思起有利的裁決，並允許參加選舉[6]。針對這一裁決，韋伯對裁決提出上訴，議員溫迪·卡里略提出一項法案，該法案將阻止候選人同時競選兩個職位[7][8]。
2024年1月，韋伯向州上訴法院提交請願書，要求撤銷裁決並禁止方參選，而議員蓋爾·佩勒林則提出一項法案，阻止候選人在選舉期間申請競選多個職位。[9]
