2020年1月13日，美國司法部長威廉·巴爾表示，彭薩科拉海軍航空基地槍擊事件是恐怖主義行為。調查發現，有21名沙特在美訓練人員出現過不良言行，這其中有17人在社交媒體上發表過聖戰或反美言論，15人接觸過兒童色情。這些人最終全部被遣返回沙特[18]。
2月2日，阿拉伯半島阿爾蓋達組織聲稱對槍擊事件負責。該組織頭目卡西姆·里米表示，是他們指示穆罕默德·賽義德·沙姆拉尼進行襲擊[19]。
