法明顿大学（英语：University of Farmington）是由美国移民及海关执法局（ICE）在2015年于密歇根州虚设的大学[1][2]。本大学实际上是为了美国国土安全部发起代号为“文凭追捕”（Paper Chase）的执法行动而专门设立的，目的在曝光学生签证诈欺行为（英语：visa fraud）[3]，大约有600名学生涉入此案[4]。

本次行动随着2019年1月30日底特律新闻报（英语：The Detroit News）报导美国国土安全部与移民及海关执法局逮捕8名印度籍的学校中介人员而公开[3]。这则报导中，这些中介人员被控以签证诈欺和藏匿外籍人士谋利，他们替学校招募学生，并获得至少250,000美元报酬[5][6]。此外，130名在各地的学生（129名为印度籍且大部分为泰卢固人[7]，另1名为巴勒斯坦籍[8]）因违返移民法规被逮捕，若被定罪可能被驱逐出境[9][10]。

法明顿大学的总部位于密歇根州法明顿山，在西北公路（Northwestern Highway）往北过因克斯特路（Inkster Road）后一个办公大楼的地下室。本校网站宣称“提供学生世界上独特的教育经验”，并列出学术课程与相关细节。网站上并宣称本校由密歇根州许可和监管事务部（英语：Michigan Department of Licensing and Regulatory Affairs）与美国职业学校和学院认证委员会（英语：Accrediting Commission of Career Schools and Colleges）（ACCSC）认证，并显然得到外国学生和访问学者计划（英语：Student and Exchange Visitor Program）授权以招收外籍学生[3][11]。印度时报表示想申请此学校的学生无法从学校网站分辨学校真伪[12]。

本校没有教师或实际课程[1]，每年本科学费为8,500美元，明显比其他美国大学低[7][13]。

在同大楼上班的麦特·弗里德曼（Matt Friedman）表示，法明顿大学没有教室，他也没看过有人进出大学的总部[6]。其他在同大楼上班的人怀疑检察官“学生蓄意骗取签证”的说法，并坚称他们曾看到背着背包的学生询问有关此大学的资讯，并焦急地寻找学校的行程或管理人员[12]。

执业于亚特兰大的移民律师拉维·孟南（Ravi Mannam）批评这次执法行动有误导性，并谴责政府用非常有问题且令人不安的方法使外国学生进入此大学，因为有些学生怀着将在合法学校修习的憧憬[1][9]。其他印度媒体亦有类似的挂念[10][14][15]。

印度政府发出外交照会，要求立即释放被逮捕的学生，且不要将他们驱逐出境[16]。在印度领事馆的介入下部分学生被释放，领事馆并为此事件设立救助电话[17]。
