早年生活和教育[編輯]

羅伊·阿斯伯里·庫珀三世（Roy Asberry Cooper III）於1957年6月13日出生於北卡羅來納州納什維爾（英語：Nashville, North Carolina）[3]，母親是教師，父親是一名律師。庫柏就讀公立學校，並在暑假期間在父母菸草農場工作[4]。1975年畢業於北納什高中（英語：Northern Nash High School）[3]。在北卡羅來納大學教堂山分校進行本科學習並獲得莫爾黑德獎學金（英語：Morehead-Cain Scholarship）。作為北卡羅來納大學的本科生，庫珀是Chi Psi（英語：Chi Psi）兄弟會成員。被選為該大學美國青年民主黨（英語：Young Democrats of America）主席[5]。1982年獲得北卡羅來納大學法學院法律博士學位[3]。

北卡羅來納州總檢察長[編輯]

2000年11月，庫柏擊敗共和黨律師丹·博伊斯和改革黨候選人瑪格麗特·帕爾姆斯，當選北卡羅來納州總檢察長（英語：North Carolina Attorney General）[6]。2001年1月6日就任、2004年庫柏再次當選。2008年，庫柏被提名為民主黨州長候選人，但決定競選連任總檢察長[7]。庫柏輕鬆連任，擊敗了共和黨鮑勃·克拉姆利（Bob Crumley），並在2008年總檢察長選舉中獲得比任何其他全州候選人都多的選票[8]。

庫柏在2016年競選北卡羅來納州州長（英語：Governor of North Carolina），對手是現任共和黨帕特·麥克羅裡。2016年3月北卡羅來納州議會通過《公共設施隱私與安全法案（英語：Public Facilities Privacy & Security Act）》麥克羅裡簽署該法案成為法律[9][10] 。許多公司開始抵制州以抗議該法律，取消就業投資和擴張計畫[10]。庫柏譴責該法律違憲，並拒絕以總檢察長的身份在法庭上為其辯護[11]。

由於該法律造成的經濟損失，麥克羅裡支持率在選舉前幾個月急劇下降[10]。當最初的選舉結果顯示庫柏領先時，麥克羅裡在沒有證據的情況下聲稱選舉受到選民欺詐的操縱。重新計票導致庫柏的勝率略高[12]，經過長時間的法律鬥爭，麥克羅裡於12月5日承認選舉失敗[13]。在470萬張選票中，庫柏以10,227票獲勝[14]。

2020年[編輯]

2019年12月5日，庫柏宣布競選連任[15]。11月3日的選舉，以4.4個百分點擊敗共和黨副州長丹·福里斯特（英語：Dan Forest）[16]。

過渡[編輯]

由於對庫柏的勝利感到失望，2016年底，大會在庫柏就職之前通過特別立法，以減少州長辦公室的權力[17]。在《紐約時報》所描述的一次「令人驚訝的特別會議」，共和黨立法在庫珀就任州長之前採取行動剝奪他的權力[18]。12月，庫柏都在監督廢除《公共設施隱私與安全法》嘗試。在州共和黨和民主黨議員與夏洛特官員之間的協議破裂後，廢除失敗。

庫柏於2017年1月1日在小型儀式上宣誓就任州長。由於暴風雪公開就職典禮被取消[19]。

上任後，截至2017年1月6日庫柏請求聯邦政府批准擴大北卡羅來納州聯邦醫療補助範圍[20]。1月15日起，聯邦法官中止庫柏的請求，該命令於1月29日到期[21][22]。 2017年5月9日唐納德·川普總統任命庫柏為委員會成員，委員會的任務是減少阿片類藥物成癮[23]。

美國最高法院宣布北卡羅來納州立法是違憲的[24]，庫柏呼籲於2017年6月7日召開特別選區重新劃分會議[25]，眾議院、參議院取消會議，稱其違憲[26]。6月29日庫柏簽署《STOP法案》，對阿片類藥物的處方和配藥規定進行全面改革[27]。

羅伊·庫珀（Roy Cooper）和克里斯汀·庫珀（英語：Kristin Cooper）（娘家姓伯恩哈特）結婚，曾擔任威克縣寄養兒童訴訟監護人[28][29]。有三個女兒，兩人都畢業於北北卡羅來納大學教堂山分校[30][31]。目前住在北卡羅來納州行政大廈（英語：North Carolina Executive Mansion），庫珀是NHL卡羅來納颶風隊粉絲[32]。
