第116届美国国会于2019年1月3日在美利坚合众国华盛顿哥伦比亚特区的国会山就任。本届国会构成了美国联邦政府的立法机关，包括美国参议院和美国众议院，会期到2021年1月3日为止。
在2018年美国中期选举中，民主党夺得众议院的多数，并以此获得选举本届议长的优势：民主党的南希·佩洛西在全部430张议员选票中获得略多于51%的选票，成功当选议长；次高票的共和党籍凯文·麦卡锡则获得了44.76%的选票。而在参议院，共和党增大了其人数优势，使本届国会成为分裂国会，而共和党的特朗普总统则成为“跛脚总统”。
