2021年3月30日，北愛爾蘭的阿爾斯特忠誠主義地區發生了一系列騷亂和暴力示威[3][4]，示威地點主要發生在德里的水邊（英語：Waterside）。在德里發生了四個晚上的騷亂之後，於4月2日蔓延到貝爾法斯特南部，在那裡，阿爾斯特忠誠主義發起的抗議演變成一場涉及鐵棍、磚塊、磚石和汽油彈的暴力示威。此後，內亂於4月3日蔓延到紐敦阿比，那裡的汽車被劫持和燒毀，並且示威者還對警察使用了汽油彈[5]。4月7日晚，北愛爾蘭首府貝爾法斯特再次發生騷亂。示威者向一輛正在行駛的公交車縱火，並朝警察投擲石塊和汽油彈，導致7名警察受傷。此外示威者還與愛爾蘭人對峙，雙方互相投擲汽油彈。截至4月8日，騷亂導致至少50名警察受傷。10人被捕[6]。

愛爾蘭海邊界[編輯]

北愛爾蘭忠誠派和聯合派認為英國脫歐的貿易安排設立了屏障，將北愛爾蘭和英國其他地區分隔外[7]。代表阿爾斯特志願軍和阿爾斯特防衛協會等準軍事組織的忠誠派社群理事會（英語：Loyalist Communities Council）宣布停止支持結束北愛爾蘭問題的《貝爾法斯特協議》，直至愛爾蘭海邊界（英語：Irish Sea border）被拆除[8]。之後，拉恩一位碼頭工人收到匿名忠誠派準軍事組織的死亡威脅，被迫帶上家人離開[9]。

新芬黨的葬禮[編輯]

事發前幾周，當局宣布不起訴24名出席黨內情報部長鮑比·斯托雷（英語：Bobby Storey）葬禮，吸引約2000人違反防疫規定到場觀看[7]的24名新芬黨黨員[10]。事後，北愛爾蘭首席部長阿琳·福斯特等聯合派主要人物要求北愛爾蘭警察局局長西蒙·伯恩（英語：Simon Byrne (police officer)）辭職，認為他已經失去社區信任[7][11]。福斯特在推特表示：「民眾普遍對警務工作失去信心，後果會馬上出現[11]。」

社會問題[編輯]

另外北愛爾蘭警察局多次從阿爾斯特防衛協會旗下的UDA東南安特里姆旅（英語：UDA South East Antrim Brigade）中搜獲非法毒品，極大程度上損壞警隊形象[12]。

青年工作者（英語：Youth worker）也認為青年會在疫情期間關閉，也是問題的根源之一[13]。

騷亂過程[編輯]

德里水邊[編輯]

騷亂率先在聯合派大本營Tullyalley莊園爆發[14][4]。當地的騷亂者和羅斯敦道/林肯法院（Rossdowny Road / Lincoln Court）地區的聯合派主要使用汽油彈和磚頭發動攻擊[15][16]。納爾遜大道（Nelson Drive）一家療養院（英語：nursing home）遭到襲擊，給裡面的居民帶來「巨大的恐懼和不安」[17][4]有挖掘機的托盤被放下[18][19]。

當晚有12名警察受傷[20][21]。

4月5日，20名年輕的滋事份子在斯珀林公園（Sperrin Park）焚燒汽車[22][23]。

紐敦阿比[編輯]

4月3日晚，忠誠派所在的紐敦阿比奧尼爾路/多阿路（O'Neill Road / Doagh Road）地區爆發擾亂[24]。警方稱遭到30枚汽油彈襲擊，3輛汽車遭到挾持放火[25]。次日爆發小規模騷亂，規模較前夜小[5]。

卡里克弗格斯[編輯]

4月4日晚，阿爾斯特忠誠派在卡里克弗格斯北路（North Road）地區聚集，放火焚燒垃圾箱，將其推倒在地[26]。警方到場後，騷亂者出動磚塊和汽油彈對抗，將對方逼出卡里克弗格斯莊園[27]。

4月5日，一群年輕人在北路地區聚集，在路中央放火[28]。目擊者稱有零星的汽油彈飛向警方方向[29]。

4月7日，櫻桃步道（Cherry Walk）和格倫菲爾德步道（Glenfield Walk）有民居玻璃被砸，居民迅速逃離，松林大道（Pinewood Avenue）一名養老金領取者的家被攻擊。被針對的目標被指與當局勾結。阿爾斯特志願軍稱一場「21世紀的種族清洗」正在進行，下令驅逐住在一處房屋的所有天主教家庭[30]。

非法遊行[編輯]

4月5日，忠誠派在波塔當（英語：Portadown）、巴利米納和馬特希爾（英語：Markethill）等地舉行非法遊行，部分參加者佩戴口罩[31][32][33]。當地警方正調查這些未告知遊行委員會的遊行[34]。

貝爾法斯特[編輯]

4月2日，貝爾法斯特南部桑迪街（英語：Sandy Row）地區爆發騷亂[35]。抗議活動過後，忠誠派示威者與警方爆發衝突，投擲玻璃瓶、磚塊、汽油彈和焰火[36]。8名示威者被捕，包括一名13歲的男孩，被捕者年齡為13歲至25歲[36]。

4月7日，忠誠派青年在貝爾法斯特拉納克路（Lanark Way）和香吉路（英語：Shankill Road）交匯處脅持一輛公交車並縱火[37][38][39]。《貝爾法斯特電訊報（英語：Belfast Telegraph）》一名攝影師被襲擊，相機被毀[40]。和平分界線（英語：peace lines）兩旁的示威者互相投擲汽油彈[41][42]。

4月8日，貝爾法斯特西部再度有示威者聚集，在民族主義地區春田路（英語：Springfield Road）附近向警方投擲磚塊、汽油彈等物品[43]。警方6年來首次在當地以水炮回應[44][45][46]。19名警察和1頭警犬受傷[47] 。

4月9日，騷亂最後一天，忠誠派領袖敦促社群停止一切示威活動，尊重當天病故的愛丁堡公爵菲利普親王[48][49][50]。然而貝爾法斯特北部虎灣地區再度有警民衝突，警方遭遇石頭和玻璃瓶攻擊，一輛汽車被縱火[51][52]。警方確認有14名警員受傷[53][54][55]。在科爾雷因，部分蒙面青少年設置縱火路障，向警方投擲汽油彈[56]。

德里市和斯特拉班地區總指揮官、總警司達林·瓊斯（Darrin Jones）譴責暴動行徑，指「完全不可接受」。他在聲明中表示：

對於我們這個社會最弱勢的一群人來說，養老院應該是避風港。我想親自對昨天參與騷亂的人士說，如果你的祖父母住在這間養老院，成為這次暴力行動的目標，你會怎麼想？德里/倫敦德里地區的騷亂已經連續發生五個夜晚了，情況完全不可接受。很明顯，我們都想對參與人士說這樣的行為無法容忍。德里/倫敦德里地區的人民理應安全地留在家中，走在街上也不至於感到害怕。我想對那些在社區中有影響的人們——不管是父母、監護人、社區代表還是民選代表說——請利用你的影響力，防止年輕人被捲入犯罪行為，讓他們確保人聲安全，遠離一切危險。[57][3][4]

4月2日，貝爾法斯特地區總警司西蒙·瓦爾斯（Simon Walls）指當地的抗議活動迅速演變成針對警方的襲擊[58]。次日，他稱看到13、14歲的兒童被捕，今天早上關在監護套房（英語：custody suite），面臨調查和可能的罪名，「覺得痛心」[59]。他懇求有影響力的人士阻止有暴力意向的人士，和平地解決緊張局面及爭端[60]。

總警司大衛·貝克（Davy Beck）於4月5日下午指警方已準備好應付升級的暴動行為，但也敦促社區領袖防止克勞弗恩和紐敦阿比/卡里克弗格斯地區連續三個晚上出現暴動。他認為有一小撮感到不滿的犯罪分子鼓動年輕人參與騷亂[61]。

助理首席警官喬納森·羅伯茨（Jonathan Roberts）稱4月7日的暴力事件是北愛爾蘭多年來最嚴重的騷亂[62]。

地方官員[編輯]

斯托蒙特司法部長（英語：Department of Justice (Northern Ireland)）兼聯盟黨黨魁內奧米·郎認為政治領袖的言辭帶來騷亂的嚴重後果，表示擾亂對誰都沒有好，不管是上前線應對的警察，還是大多數賭上未來參與其中的年輕人[11]。他呼籲領導人必須作出「負責任的表現，在最近幾天降低煽動性言論」[11]。

首席部長阿琳·福斯特批評示威者，呼籲年輕人「不要加入騷亂」，指暴力行為無助於局面改善[63]，呼籲父母儘量管好孩子[64]。

新芬黨方面，議員保羅·馬斯基（英語：Paul Maskey）認為年輕人「被不法分子利用」，認為民主統一黨是局面緊張的罪魁禍首[11]。北愛爾蘭立法議會議員（英語：Member of the Legislative Assembly (Northern Ireland)）格里·凱利（英語：Gerry Kelly）是警務委員會委員，他指責聯合派領袖煽動暴力，尤其是民主統一黨[65]。北愛議員約翰·奧多德（英語：John O'Dowd）譴責波頓鎮的非法集會，認為活動由一群蒙面份子煽動當地社區挑起。阿爾斯特統一黨北愛議員道格·比蒂（英語：Doug Beattie）認為大家都負有責任[65]。

各界反應[編輯]

愛爾蘭總理邁克·馬丁、英國首相鮑里斯·約翰遜和美國總統喬·拜登譴責暴力行為，表達對當地局勢的關注，呼籲各方冷靜[66][67]。

歐洲聯盟暫停對英國的法律行為。此前，英國單方面擴大大不列顛地區進入北愛爾蘭地區貨物的檢查豁免範圍[68]。

與民主統一黨關係密切的南貝爾法斯特阿爾斯特政治研究小組（英語：Ulster Political Research Group）是首個於4月8日呼籲結束騷亂的忠誠派團體。團體指「最近的亂局完全偏偏離引起我們社區沮喪和不滿的原始問題，政治手段比街頭暴力更適合解決問題[69]。」忠誠派社區理事會4月9日發表聲明，指未有證據顯示下轄組織直接或間接參與近日的暴力行動。他們呼籲外界應和平地對忠誠派社群採取行動，也希望政府出面斡旋新協議，確保北愛爾蘭與英國其他地區，以及愛爾蘭島內部沒有硬邊界[70]。

鑑於前幾周有巴士被縱火，北愛爾蘭交通公司（英語：Translink (Northern Ireland)）宣布於4月12日起作預防性改道[71]。
