2008年，派拉蒙影业宣布改编自法兰克·赫伯特的《沙丘》的电影正在开发中，并由彼得·柏格执导[11]。2009年10月，柏格离开了该项目[12]。2010年1月，宣布电影由皮埃尔·莫瑞尔执导。但在2011年3月，派拉蒙影业放弃了该项目[13][14][15]。
2016年11月21日，宣布传奇影业收购了《沙丘》的电影和电视版权[16][17]。2016年12月，据《综艺》报导丹尼斯·维伦纽瓦正为执导电影一事进行洽谈[18]。2017年2月1日，法兰克的儿子布莱恩·赫伯特确认维勒纳夫将执导电影[19]。2017年4月，艾瑞克·罗斯被聘为电影撰写剧本[20]。
2018年7月，据报导提摩西·夏勒梅为饰演保罗·亚崔迪一角进行最后洽谈[1]。2018年9月，丽贝卡·弗格森为饰演洁西卡女士一角进行洽谈[21][2]。2019年1月，巴帝斯塔[3]、斯特兰·斯卡斯加德[4]、夏绿蒂·蓝萍[5]、奥斯卡·伊萨克[6]和辛蒂亚[7]加盟电影。乔·斯派茨透露将与罗斯和维勒纳夫共同撰写剧本，而且乔·沃克确认担任本片的剪辑师[7]。2019年2月，哈维尔·巴登[8]、乔什·布洛林[9]和杰森·莫玛[10]加盟电影。
