斯瓦尔巴全球种子库（Svalbard globale frøhvelv）是挪威政府在北冰洋的斯瓦尔巴群岛建造的一个保存全世界农作物种子的贮藏库。种子库是为了在大规模的区域性或全球性危机期间防止其他基因库中种子的丢失。这个工程得到了联合国粮农組織的支持，被称为是全球农业的“诺亚方舟”。种子库按照挪威政府，作物信托基金（英语：Crop Trust）和北欧遗传资源中心（英语：Nordic Genetic Resource Center）（NordGen）三方协议中的规定被进行管理[4]。

挪威政府完全资助种子库大约四千五百万挪威克朗（约九百万美元）的建设费用[5]。最终用户可免费将种子存放在保险库中，挪威和作物信托基金（英语：Crop Trust）支付运营费用。 信托基金的主要资金来自比尔及梅琳达·盖茨基金会以及全球各国政府等组织[6]。

目的

种子库的建立是为了收藏全世界主要用于作为食品的农作物种子，以防止人类在面临大规模的灾害时永远丧失某些粮食的基因。同时全球共有大约1400个种子库，有的座落在政局不稳或环境面临威胁的国家，有些国家的种子库则因战争或内乱而遭到破坏，种子库能够保护农作物的基因多样性。

建造

种子库建于斯瓦尔巴群岛永久冻土带区的一座砂岩山内部120米处，高出海平面130米，使得一旦冰川融化仍然能够保持其干燥环境。长45米，宽、高各4米，室外用1米厚的隔温混凝土板保温，常年维持零下18摄氏度，可承受芮氏規模6.2地震與核子武器攻擊。

种子库建造耗资900万美元，由挪威政府负责。

管理

种子库的常年运转费用大约为每年10-20万美元，由聯合國糧農組織的全球农作物多样性託管会及義大利國際生物多樣性學術團體出資。由全球农作物多样性信托基金帮助进行管理，资金主要来自比爾及梅琳達·蓋茨基金會以及孟山都公司，先正達基金會等组织以及各国政府，存放在种子库的种子不收取管理费用。种子放在特制的铝盒中保存，进行真空密封处理，用以限制氧气透过量和降低代谢活动，使种子保存几百年甚至上千年仍具有活力，具体时间取决于物种本身。附近的一座煤矿和发电厂，为其运转供应能量。 挪威政府宣布这个种子库可以为世界各国保存种子，种子的所有权可以归委託国所有，也可以根据互相签署的条约确定，寄存者在任何时候都拥有取走种子的权利。目前可储存450万主要农作物的约22.5亿颗种子样本。
