《求闻》快讯:2019年监管员选举结束
【《求闻》北京3月3日讯】2019年元维基的监管员(Stewards)选举已于2月28日结束,有4名维基人成功上任新监管员,目前监管员总数为39人。
尽管权力的实际实施受到种种限制,但从技术角度出发,监管员客观上仍然是维基媒体计划上权限最大的用户。监管员经常在本地没有管理员的小语种维基协助本地事务,而会回避插手有成熟社群的维基。尽管手握重权,但监管员同一般编者一样,监管员也都是志愿者,不受雇于维基媒体基金会。中文维基百科上的各类事务曾经通常用不到监管员出手,但有两方面除外:其一是在中文维基和外语维基都有破坏的跨维基破坏者。在处理破坏的实际操作中,需要监管员来协助进行“全域锁定”(Global lock)。被全域锁定的帐号在任何一个语言、任何一个项目都无法继续编辑;其二是用户查核。中文维基百科的本地用户查核权限自去年3月被基金会有关人员剥夺后,所有用户查核操作必须要至元维基让监管员进行。这使得近一段时间以来,中文维基和监管员的交流明显增多。另外还值得注意的是,近来监管员在元维基上大量封禁代理工具所用的IP段。这给来自中国大陆的编者在编辑上造成了一定阻碍。

《求闻》通讯:台湾分会与“李梅树纪念馆”合作一周年——带给我们怎样的启示
【《求闻》上海2月27日讯】 2018年2月25日,“李梅树纪念馆”与台湾维基媒体协会合作,共同组织了第一次线下“工作坊”,拉开了台湾维基媒体协会与“李梅树纪念馆”合作的序幕。这一合作,标志着维基媒体运动近来一直推动的“馆联”(GLAM)计划在台湾迈出第一步。
李梅树(1902-1983),是台湾著名美术家、画家、教授、议员,曾主持修建台湾新北市三峡区的“三峡祖师庙”。现在在新北市三峡区有专门纪念他的“李梅树纪念馆”。纪念馆中有大量李梅树生前所作的艺术作品,这也催生了李梅树纪念馆与台湾维基媒体协会的合作。
李梅树纪念馆在活动声明中说,活动初期将把纪念馆中的展品数字化,上传整理资料、翻译完善对应的维基百科内容。最终希望逐步借助维基的力量,将李梅树向全世界推广。这一活动是由台湾分会牵头的“台湾知识种子计划”的一部分,后期与台湾台中社群的“MoWiki编辑聚”共办。
在过去的一年里,台湾分会与李梅树纪念馆合作共办聚会十次,纪念馆提供各类作品一百五十余件,成果斐然。除了维基百科和维基共享资源上的文字和图片贡献之外,本次合作还大量地利用了维基数据。所有通过这次合作上传的各类图片作品,都有一个自己独立的维基数据“项”(item)。以李梅树的油画作品为例:在对应的“项”里,包括了油画的尺寸、作画所用的材料、年份等。这些李梅树的作品在维基数据的“项”,同时也是“所有绘画作品总和的维基专题”(WikiProject sum of all paintings)的组成部分。这个专题希望把所有有一定知名度的绘画作品在维基数据上建立“项”。

《求闻》快讯:3月19日协调世界时15时整中文维基百科将进入只读模式15分钟
【《求闻》北京3月7日讯】基金会技术人员约翰·约恩松日前在中文维基百科的互助客栈留言提醒,在3月19日协调世界时15时整(北京时间同日23时整),中文维基百科会进入只读模式。只读模式意味着,中文维基百科仍然可以访问,但任何编辑无法保存。预计只读状态会持续最多15分钟,但很有可能会比15分钟少。
在进入只读状态期间,基金会人员将对位于美国弗吉尼亚州阿什本的s2主数据库进行网络维护。包括中文维基百科在内,所有使用s2主数据库的计划和语言都会受到影响。除了中文维基百科外,受影响的还有英文维基语录、英文维基词典、泰文维基百科、芬兰文维基百科、意大利文维基百科等。

《求闻》快讯:德语维基百科将关站抗议欧盟新版权法
【《求闻》北京3月9日讯】德语维基百科社群在当地时间8日上午8时(北京时间同日下午3时)通过投票,决议在2019年3月21日关站一天抗议欧盟即将付诸投票的新版权法案。
德语维基的本次投票开始于当地时间3月1日,共分为三个部分。其中,“你是否支持(德语维基百科)抗议欧盟版权法改革”一项共收到215张有效票,支持与反对票比为67.9%比32.1%;另一个投票确定德语维基百科具体以“完全关站”还是以“展示带有抗议该法案内容的横幅”的形式抗议。这项投票共收到167张有效票,其中83.2%的投票支持完全关站,16.8%的投票支持展示横幅。
此次投票针对的欧盟版权法草案全称《数字化单一市场版权指令》。因欧盟国家在数字领域同属一个市场,该法案如果通过,将适用全部欧盟国家。目前其仍停留在草案阶段,但如果通过,其中受广泛争议的第11条和第13条法案将对互联网自由造成严重的负面影响。
【《求闻》上海3月10日讯】用户Kuon.Haku的管理员投票在经过了14天后,以37票支持对1票反对、支持率达97%的高票通过。Kuon.Haku的投票是2019年通过的第二个管理员投票。

【《求闻》北京3月13日讯】2019年3月13日,在元维基中持续了四个半月的关于开设文言维基文库的有关讨论正式结束。
关闭讨论的决定是由元维基管理员,同时也是维基媒体基金会成员的billinghurst于协调世界时4时34分做出的。他指出:该讨论已经由StevenJ81(另一位管理员和维基媒体基金会的成员)于3月4日协调世界时15时44分关闭过一次了。

In the Māori language Matariki is both the name of the Pleiades star cluster and also of the season of its first rising in late May or early June. This is a marker of the beginning of the new year. Different peoples celebrate Matariki at different times; some when Matariki rises in late May or early June while others observe it at the first full moon or first new moon following the rising of Matariki. Matariki is a shortened version of Ngā mata o te ariki o Tāwhirimātea, or "the eyes of the god Tāwhirimātea", but it is sometimes incorrectly translated as "little eyes". 【基金会网站3月20日消息】德语、捷克语、丹麦语和斯洛伐克语的维基百科编辑社群已经决定,将于3月21日关站抗议欧盟著作权指令拟议案的数字化单一市场版权指令。
这4种语言维基百科会把访客的所有请求重定向到一个写有该著作权指令的横幅页面,访客无法阅读网站上的其他内容。这次抗议将持续24小时。该著作权指令的最后一轮投票将于3月26日举行。
【《求闻》北京3月23日讯】当地时间21日是德语维基早先计划抗议关站的日子。德语维基百科将全页设为黑色,以白色大字和黄色高亮显示出:这是我们最后的机会。
这的确是我们最后的机会。各个维基百科在去年7月前后也大规模以关站、横幅的形式抗议过欧盟新版权法,但无果而终。这部法案将于3月26日在欧洲议会投票,而根据分析人士的估计,该法案很有可能通过。这的确是我们最后的机会了。
基金会反复强调,作为维基媒体的管理组织,其立场与实际编辑维基百科的社群的立场互不干涉。维基百科关站,是维基社群的决定,不是维基媒体基金会做出的;但维基媒体基金会也与各维基社群一致,坚决反对欧盟新版权法案中的第十一条和第十三条规定。
基金会在一份声明中解释道,该法案第十一条允许新闻发布者出售在线新闻网站的新闻片段,而哪怕再小的片段,都要付费。如果使用者不愿付费,那么这些新闻片段就要从搜索结果和新闻聚合类网站中移除。第十一条给收集、整理新闻的网站造成了极大阻碍,会使像维基百科这样从一般新闻中汲取精华的网站难以为继。第十一条俗称“链接税”——每用一次链接,就要像交税一样被新闻网站“雁过拔毛”。
而第十三条则颠覆了美国“数字千年版权法案”奠定的“通知-删除”原则。中国的《信息网络传播权保护条例》也体现了这一原则,即凡在互联网上提供内容的服务者(如博客网站、视频网站等用户可以在其中发布内容的平台),只要在版权持有者提出侵权抗诉、要求撤下侵权内容后,及时撤下内容,就可以免去侵权的连带责任,而不需要主动审查用户上传的内容是否侵犯版权。在欧盟新版权法第十三条规定下,网站必须要审查用户发布的内容是否合乎版权规定。这意味着网站需要雇佣大量的“删帖员”、开发大量程序;而网站主动审查侵犯版权的内容,有严重“误杀”可能。这一条规定又俗称“上传过滤器”。

Welcome to the sixth newsletter from the Growth team!
The Growth team's objective is to work on software changes that help retain new contributors in mid-size Wikimedia projects.
Plans for the next three months
The Growth team has been working on features to increase new editor retention for the last seven months. We have made a lot of progress and learned a lot, and we've just finished planning for our next three months. During the next three months, we're going to focus on iterations of the help panel and the newcomer homepage. We have decided not to start the engagement emails project, because we think that we will be able to do better work by improving the projects we have already started. Specifically, these are our team goals:
- Deploy and iterate on newcomer homepage
- Continued iteration on help panel
- Make the help panel available to more wikis
- Add a fourth Wikipedia to our set of target wikis
- Publish in-depth quantitative reporting on the data from this year
- Assemble a report on what our team has learned so far about newcomers
Newcomer homepage
We have recently decided on the specifications for an initial version that we can deploy and iterate on:
- Shown in the User space
- Desktop only (mobile comes next)
- Four modules
- Help module: help links and ability to ask help desk questions
- Mentorship module: all newcomers assigned a mentor to whom they can ask questions
- Impact module: shows the number of pageviews for pages the newcomer edited
- Account completion module: gives some very simple recommendations of how to get started (add an email, start your user page)
- Layout not yet personalized for each user
We're currently running live user tests on this configuration. Future work will include adapting the homepage for mobile, working on a task recommendation module, and considering how to encourage newcomers to visit their homepage.
Help panel
During the last month, the help panel was deployed on Vietnamese Wikipedia, adding it to Czech and Korean Wikipedias.As of 2019-03-14:
- 2,425 newcomers have seen the help panel
- 422 of them have opened it
- 175 have clicked links
- 27 have run searches
- 40 have asked questions
We have been analyzing the data around usage, and we'll be publishing numbers in the coming weeks. At a high level, we see at least some users are being helped by the panel, with many clicking on links, running searches, and asking questions. We do not yet see any problems that have arisen from the help panel. Therefore, we think that the help panel is generally a positive feature – though data is still coming that will allow us to see its numerical impact. If other wikis are interested in using the help panel, please contact us on our team's talk page, in the language of your choice.
Over the past month, we have iterated on the help panel to take into account the usage patterns we are seeing. You can see in the accompanying image how the help panel currently looks.
- We added a search capability, in which users can search the Help and Wikipedia namespaces.
- The help panel was previously available whenever a newcomer was in "edit" mode. We are now also showing the help panel when a newcomer is in "read" mode on a page in the Help, Wikipedia, or User namespaces.
We want to see whether users find the "search" useful. If so, we may spend time on improving search results. We're also looking forward to learning whether exposing the help panel in "read" mode in more namespaces will increase usage.

《求闻》快讯:中乌编辑松开跑一个月,中文贡献量不足乌尔都语一半
【《求闻》北京3月29日讯】在3月1日开始的中文-乌尔都语编辑马拉松已经开始将近一个月的时间。预定4月15日结束的此次编辑松目前赛程已经过半,但中文侧的进度似乎不如人意。
截止发稿时,根据记录编辑松评比情况的“Fountain”平台回汇报,中文方面总共有19名用户参与,共贡献了49篇条目。贡献最多的西安兵马俑、Rowingbohe分别贡献了7篇和6篇条目;乌尔都语方面总共有12名用户参与,但这12名用户贡献了总共138篇条目。尽管参与者较少,但乌尔都语方面“战斗力”很强。最活跃的Tahir mq和Hmfs.ind两名用户分别贡献了46篇和35篇。
