莎蘭達·德雷洛斯·揚（英語：Shalanda Delores Young，1977年8月29日[1][2]—），現任美國行政管理和預算局局長，曾任美國眾議院撥款委員會幕僚主任。

早年與教育經歷[編輯]

莎蘭達生於美國路易斯安那州扎卡里，在路易斯安那州克林頓長大[1][3][4]。從蘇格蘭維爾磁鐵高中（英語：Scotlandville Magnet High School）畢業後，獲新奧爾良洛約拉大學文學士及杜蘭大學健康管理碩士（英語：Master of Health Administration）[5][6][1]。

職業生涯[編輯]

2001年前後，莎蘭達來到華盛頓特區，擔任美國國家衛生院總統管理研究員（英語：Presidential Management Fellows Program）[3][7]。在此後14年間，莎蘭達一直出任美國眾議院撥款委員會幕僚[8][9][10]，2017年2月提名為幕僚主任，直至2021年獲提名行政管理和預算局副局長[11][12][10]。副局長任內，莎蘭達針對2018年－2019年美國聯邦政府停擺事件及美國聯邦政府應對COVID-19疫情措施（英語：U.S. federal government response to the COVID-19 pandemic）草擬提案[3][4]。

行政管理和預算局局長[編輯]

2022年3月28日，莎蘭達·揚與祖·拜登在白宮國宴廳（英語：State Dining Room）會見記者。

在行政管理和預算局副局長提名聽證會上，莎蘭達獲得美國參議院預算委員會（英語：United States Senate Committee on the Budget）多名共和黨議員表揚，其中林賽·格雷厄姆表示「我們這邊（共和黨成員）和你打交道的人都說你做得非常好，沒有別的看法」[13][14][15]。美國參議院國土安全和政府事務委員會（英語：United States Senate Committee on Homeland Security and Governmental Affairs）兩黨議員並沒有一致通過她的副局長提名，大家都計劃按照自己黨的投票路線進行投票，而其中共和黨參議員對她支持從聯邦預算中刪除墮胎補貼法規海德修正案（英語：Hyde amendment）表示擔憂[16]。莎蘭達就任副局長時兼任局長職務，直至她被正式確認為局長[17][3]。

原定的局長人選尼拉·坦登遭到強烈反對，國會黑人黨團（英語：Congressional Black Caucus）的民主黨人開始考慮坦登提名闖關失敗的情況下，由莎蘭達出任局長[18]。後來坦登撤回提名，黑人黨團和新民主黨人聯盟（英語：New Democrat Coalition）直接支持楊[19][20]。眾議院議長蘭茜·佩洛西、多數黨領袖士丹利·霍耶和多數黨黨鞭占·克萊伯恩（英語：Jim Clyburn）就莎蘭達的提名發表聯合聲明，表示莎蘭達的領導工作「具有歷史意義」，「就本屆政府渴望與國會議員進行緊密合作，一同制定出能夠應對當今時代挑戰、得到兩黨廣泛支持的預算傳達強有力的信息」[21][14][15]。眾議院撥款委員會主席羅莎·德勞羅（英語：Rosa DeLauro）也支持莎蘭達出任局長[16][22]。而在共和黨方面，除了林賽·格雷厄姆，支持莎蘭達出任的人士包括參議院撥款委員會（英語：Senate Appropriations Committee）高級成員、阿拉巴馬州參議員李察·謝爾比[17][23][24]。

2021年3月23日，美國參議院以63票支持、37票通過莎蘭達的副局長提名[25]。同年11月24日，拜登總統宣佈提名擔任代理局長已八個月的莎蘭達為局長[26]，最終於2022年3月15日得到參議院61票支持、36票反對通過[27]。
