麪粉大屠殺（Flour Massacre）[6][7][8]指的是2024年2月29日以哈戰爭期間，以色列軍方掃射等待領取救助食物的巴勒斯坦難民的事件。事發前大批難民在位於加沙北部拉希德街附近一處物資發放點，等待運載食物的卡車時，以色列軍方當場打死118名平民[9][2][3][10]，另有約760人受傷[11][3]。事件詳情正在調查中； 初步報告顯示，以色列士兵向一大群巴勒斯坦人或其附近開槍，引起大規模恐慌[12]。 聯合國報告稱，在希法醫院接受治療的傷員中有「大量受槍傷者」[13][14]。

自2007年以來，加沙走廊就被以色列方面封鎖，物資及人員流動均受到嚴格限制[23]。2023年10月7日哈馬斯武裝人員進攻以色列，造成1,000多名以色列平民及士兵死亡後，以色列徹底封鎖加沙地區，自10月9日起禁止一切人道主義援助進入[24]。到10月18日，以色列宣佈容許聯合國救援組織將食物、水及藥物送往加沙南部汗尤尼斯西側的「安全區」[25]。然而物資運送過程中的困難重重，卡車及物資包裹數量飄忽不定，運送物資的車隊被以色列國防軍擊毀，以色列平民與官員阻擋物資進入加沙，以色列國防軍指控哈馬斯領導層囤積貨物、控制物資分發[註 1][27][28][29]。1月27日，國際法院發佈臨時保護措施（英語：Provisional measure of protection），要求以色列向加沙「能夠提供急需的基本服務和人道主義援助」[30]。至2月底，國際特赦組織與人權觀察表示以色列沒有遵守國際法院的命令[30]。

挪威難民委員會（英語：Norwegian Refugee Council）秘書長揚·埃格蘭對獲准進入加沙走廊的物資數量減少，以及後續引發的混亂表示擔憂，稱當地居民出於絕望而將物資一搶而空。負責保護援助物資加沙警察被以色列殺害後，外界批判以色列是加沙失序局面的罪魁禍首[31]。根據聯合國世界糧食計劃署2月27日發佈的一份報告，加沙走廊有50萬人處在饑荒狀態，預計情況會持續到2024年5月[32]。多個國際援助組織稱加沙北部民眾已面臨接近饑荒的飢餓程度[33]。醫療官員稱當地有大量兒童因營養不良死亡[34]，加沙城內的巴勒斯坦人要靠吃草及動物飼料來維生[35][36]。2024年2月，只有2,300輛運送物資的卡車進入加沙走廊，數量只有1月份的一半，遠低於戰事開始前的每天500輛[7]。

報道指，在本次事件發生前，以軍曾多次向人道主義援助車隊及領取物資的難民發動攻擊。2024年1月25日，加沙衛生部門稱以色列襲擊領取物資的難民，造成20人死亡、150人受傷[37]。2月5日，以色列炸毀一輛滿載物資向加沙北部進發的卡車[27][38]。2月6日，以軍向等待食物的加沙民眾開槍[39]；聯合國人道事務協調廳稱此次事件是第五起以軍向尋求物資的民眾開槍的事件[40][41]。2月20日，至少一名巴勒斯坦平民在等待接收人道主義援助的時候遇害[42]。半島電視台2月27日稱尋求援助的人們遭遇以色列軍隊「持續」襲擊[43][44]。本次事件發生的前一天，加沙城醫療消息人士報告稱，三人在拉希德街等待救援時死亡[45]。加沙衛生部門稱加沙北部已經出現饑荒[46]。

以色列國土政府活動協調員（英語：Coordinator of Government Activities in the Territories）表示一個月來第一批向加沙北部運送食品的車隊已於本周出發，事發前一天有31輛卡車進入加沙北部。聯合國未參與物資運輸的組織工作[47][48]。加沙記者哈尼·馬哈茂德（Hani Mahmoud）表示卡車已抵達加沙北部，但相比當地60萬人的需求，運來的物資「杯水車薪」[49]。

根據以色列國防軍的說法，大約在早上4點左右，由18[54]至38[55]輛卡車組成的物資救援車隊，從埃及—加沙邊界的凱雷姆沙洛姆口岸進入加沙地帶。4:30分左右，車隊經由以色列國防軍戒備的人道走廊，到達位於拉希德街的食物發放點。[註 2]美聯社的報道稱還不清楚人道物資的組織方是誰[47]，英國廣播公司的報道顯示，這段路程的物資護送由以色列國防軍負責。[57]根據目擊者的陳述，食物送達位於拉希德街的發放點後，大量難民湧向裝有食物的卡車，沒過多久以色列士兵就開始開槍射擊。卡車司機聽到槍聲後試圖逃離，有不少巴勒斯坦難民被卡車碾壓[32]。一輛運輸物資的卡車被用來運送傷員到希法醫院[58]。

根據以色列國防軍發言人的說法，在場執勤的以色列士兵和坦克只是對天開槍以示警告，企圖阻止難民靠近卡車。[50]但一些巴勒斯坦難民還試圖靠近國防軍士兵，因此以色列士兵被迫予以還擊。[52]以色列方面表示大部分死者的死亡是因踩踏導致，直接被以色列軍隊開槍打死的不會超過10人。[59]事發時太陽還未升起，半島電視台的記者在遠處，能看到士兵槍口裏射出的曳光彈在黑夜裏划過的軌跡。[60]

國際社會[編輯]

襲擊發生當天，國際特赦組織宣佈展開調查，並表示「正在對此進行調查，作為其持續記錄侵犯巴勒斯坦平民行為的一部分」[63]。法國外交部長斯特凡納·塞茹爾內表示，「我們將要求解釋，並且需要進行獨立調查。」[33][64] 美國阻止了聯合國譴責以色列行為的企圖[65][66]。 歐洲對外事務部表示，許多死傷者是「被以色列軍隊火力擊中」，並呼籲進行獨立調查[67]。 歐盟外交政策負責人何西普·博雷利辦公室呼籲「對這一悲慘事件進行公正的國際調查」[68]。 聯合國秘書長古德禮建議需要進行獨立調查[69]。

巴勒斯坦人權中心（PCHR）、Al Mezan 和 Al-Haq 三個組織發表聯合聲明，譴責拉希德街的「麪粉屠殺」。他們根據採訪、錄影和聯繫醫務人員總結結論，並表示：

起初的報道稱約有50人死亡，不久巴勒斯坦外交部稱至少70人被打死，另有250人受傷。加沙走廊衛生部到達現場清理後統計，現場共計112人死亡，760人受傷。[77]巴勒斯坦駐聯合國大使里亞德·曼蘇爾（英語：Riyad Mansour）告訴記者死亡人數上升到122人，但他的說法還沒有被證實。[78]

北部當地的阿德萬醫院收治了約100名受到槍傷的人，以及12名死者。當地記者在醫院看到大量的人受到槍傷，有的胸部中彈，有的下巴、肩膀中彈。[61]另一所希法醫院的護士負責人對半島電視台的記者說，當天醫院收治了大量受到槍傷的病人，他們大多上半部分軀幹中彈。[62]希法醫院一名叫默罕默德的醫生告訴記者，當天收治的176名傷者里，有142人受到槍傷，其餘的34人為踩踏傷。[79]

巴勒斯坦總統馬哈茂德·阿巴斯把整起事件稱為「以色列佔領者」發動的「醜陋的屠殺」。[52]巴勒斯坦自治政府強烈譴責對領取食物的難民開槍的行為。[80]加沙走廊衛生部稱這是一起種族屠殺，並呼籲國際社會介入調查。[62]

以色列國家安全部長伊塔馬爾·本-格維爾讚許了軍方的行為，表示「我們必須對進入加沙作戰的英雄們給予全力支持，他們對企圖傷害他們的加沙暴民給予了出色的反擊」。[84]他還補充，正因為這個原因，以色列必須阻止類似物資運送的行為。[85]
