}} 第十八屆亞洲運動會 （{{lang-en|Jakarta Palembang 2018 Asian Games}}）於2018年8月18日至9月2日在印尼首都雅加達舉行。[5]巨港和萬隆是協辦城市。[1]2014年9月19日，亞奧理事會執行委員會宣佈由印尼獲得本屆賽事的主辦權。[6]為了避開印尼總統選舉，賽事提前於2018年舉辦，而不是原計劃中的2019年。[7]

本屆賽事原本的主辦城市為越南河內，[8]因為財政問題而放棄主辦。[9]

2012年11月8日，在第31屆亞奧理事會會員大會上，越南河內將和印尼泗水市和阿聯酋杜拜爭奪賽事主辦權。河內最終以29比14的票數擊敗泗水市勝出[10]。杜拜在最後關頭棄權，宣佈把重心放在之後的申辦中。阿聯酋國家奧委會副主席否認棄權，表示杜拜「不申請舉辦2019年亞運會」，「只是考慮過」這樣做[8][11][12]。

2014年3月，越南傳出問題，1.5億美元的預算可能超支，最終花費有望超過3億。此外，評論員認為2003年東南亞運動會時建造的場館一直沒有用過[13]。越南奧委會前主席何光譽也表示舉辦亞運會不會促進旅遊業發展[14]。

2014年4月7日，越南總理阮晉勇正式宣佈河內放棄舉辦[9]，得到越南民眾支持[15][16]。他表示棄權的主要原因是毫無準備和經濟衰退，國家無法負擔設施和場地的建設費用[9]。

越南棄權後，亞奧理事會表示印尼、中國和阿聯酋是主辦權的主要競爭者[17]。普遍認為，上次申辦排第二的印尼很有可能勝出[18]，如果被選中，他們也願意舉辦[19]。菲律賓[20]和印度也表示出興趣，但印度遲遲未提交申辦，亞奧理事會在延長期也沒有接觸到總理納倫德拉·莫迪[21]。

2014年5月5日，亞奧理事會考察雅加達、泗水、萬隆和巨港等城市。當時泗水已主辦2021年亞洲青年運動會，放棄申辦[22]。2014年7月25日，亞奧理事會在科威特城選定雅加達為賽事舉辦城市，巨港協助舉辦。雅加達因設備齊全的運動設施、發達的交通網絡以及賓館和住宿等為賓客提供的設施，被亞奧理事會相中[23]。2014年9月20日，印尼簽署主辦合約[24]。在2014年仁川亞運會閉幕式上，印尼象徵性地被亞奧理事會任命為下屆亞運會的舉辦地[25][26][27]。

亞奧理事會原計劃在2019年，而不是2018年舉辦賽事，這樣賽事就能在2020年東京奧運會之前進行。印尼不希望賽事和{{le|2019年印度尼西亞總統暨立法機構選舉|Indonesian general election, 2019|2019年大選}}衝突，亞奧理事會放棄了該計劃[28][29]。

準備工作[編輯]

花費[編輯]

賽事總開支約32億美元[30][31]。2015年，印尼中央政府撥出3萬億印尼盾的賽事籌備資金，其中部分資金由地方管理部門承擔[32]。不過，2018年6月公開的預算撥款為6.6萬億印尼盾，其中有8690億來自贊助商[33][34][35]。

推廣[編輯]

Kaka,Atung,Bhin Bhin 會徽於2015年9月9日的印尼國家運動日公佈，取材自印尼珍稀鳥類{{le|極樂鳥屬|Cenderawasih|極樂鳥}}的形態[36]。然而許多人批評該設計過時，籌備方最終於2016年1月撤回這一設計方案。吉祥物Drawa也被斥和印尼文化和歷史的關係不大，部分印尼人開玩笑說Drawa更像雞，而不是極樂鳥。之後的設計方案公開招標最終收到了60份設計。2016年7月28日，最終方案「亞洲能量」（{{lang|en|Energy of Asia}}）正式出爐，設計取材於朋卡諾體育場主場館，象徵着亞洲各國的團結[37][38][39]。

三隻新的吉祥物也在同日揭曉：Bhin Bhin是大極樂鳥、Atung是巴島花鹿、Kaka是爪哇犀牛，分別象徵着印尼東部、中部和西部地區以及謀略、速度和力量。每隻吉祥物的服飾各不相同，Bhin Bhin穿着阿斯馬特族圖案的背心，Kaka穿着點綴着花卉圖案的巨港傳統服裝，Atung穿着雅加達蠟染圖案的紗籠[40]。

2017年8月18日，雅加達印尼國家紀念塔和巨港{{le|庫托貝撒堡|Kuto Besak}}公佈舉辦賽事倒數一周年慶典。總統佐科·維多多出席雅加達的活動，期間韓流組合少女時代的太妍和孝淵登場表演。設立於{{le|歡迎紀念碑|Selamat Datang Monument}}和{{le|蘇西洛·班邦·尤多約諾體育場|Gelora Sriwijaya Stadium}}前的倒計時鐘揭曉[41][42]。

2017年12月，亞洲多國舉辦歡樂跑活動，巴基斯坦的拉合爾是舉辦活動的首個城市[43]。

2018年5月，賽事倒數100天活動舉行，亞運聖火火炬登場。火炬靈感出自雅加達和巨港的傳統武器golok和skin[44]。

2018年7月，印尼亞運會組織委員會對外公佈金牌設計。設計採用亞運會標誌和印尼各個地區的蠟染圖案，反映印尼文化多樣性及其團結。除此之外，蠟染團也反映賽事參賽國家的民族、宗教和種族多樣性[45]。

2018年7月13日，組委會發佈賽事官方音樂專輯《{{le|2018年亞洲運動會：亞洲能量|Asian Games 2018: Energy of Asia}}》，其收錄多名音樂人跨界操刀的13首歌曲[46]。

聖火接力[編輯]

2018年7月15日，聖火在第1屆亞洲運動會的舉辦地印度新德里戴亞·昌德國家體育場採集[47]。2018年7月18日，在日惹附近的普蘭巴南9世紀印度神廟梵天場舉行的儀式上，從印度採集的聖火和中爪哇省的長明燈融合。隨後，火炬接力音樂會舉行，標誌着全國範圍的傳遞活動正式開始[48]。

聖火途徑印尼18個省份的54座城市，最終在8月17日印尼獨立日於國家紀念塔結束，之後會在翌日進入開幕式會場朋卡諾體育場主場館[47]。

場館建築[編輯]

雅加達、南蘇門答臘省、萬丹省和西爪哇省為賽事修建或翻新了場館。賽事設施坐落於首都雅加達的三個運動區和巨港的一個運動區。然而，和雅加達接壤的西爪哇和萬丹的15座比賽場地和11座訓練場將用來支持比賽，因此比賽和訓練用場總共80座。組委會利用現存場館和設施，包括2011年東南亞運動會場館，希望節省開支。2018年2月的測試賽過後，組委會將部分比賽項目從雅加達國際博覽會搬到雅加達會展中心舉行。

雅加達[編輯]

雅加達朋卡諾體育場經過翻新，將獨自舉辦13個項目。擁有55年歷史的主體育場容量從88000減少到76127。為應對恐怖威脅，球場安裝了面部識別系統。位於東雅加達行政市{{le|拉瓦芒溫|Rawamangun}}的{{le|雅加達國際自行車賽場|Jakarta International Velodrome|自行車場}}的建設耗資4000萬美元，用於自行車、羽毛球、五人足球、籃球和摔跤比賽[49]。{{le|布羅瑪斯|Pulomas}}的馬術公園的建造耗資3080萬美元，佔地35公頃，配備100個馬廄、運動員居所、獸醫院、訓練場地和停車場，能容納1000名觀眾[50]。

巨港[編輯]

格羅拉·斯里維加亞體育場將舉辦女子足球決賽。

巨港的查卡峇林體育城承辦其他項目賽事。園區新增並改善部分設施，其中格羅拉·斯里維加亞體育場從3.6萬座位升級到6萬座位的擴展工程被取消，取而代之是將場內整個看台以及球場等設施改造，將座位減少到2.7萬個[51]。查加巴靈體育城新建的40道保齡球館，於2018年5月底完工[52]。此外還新增了八個網球場[53]。查加巴靈湖的輕艇和皮划艇場地長度擴展到2300米，還由新建的賽艇設施和岸邊的看台[54]。現有的場館也經過翻修，其中拉努運動堂成為藤球場館[55]。

本屆亞運會的選手村。

本屆亞運會的選手村位於{{le|瑪腰蘭|Kemayoran}}，共有10座塔樓7424套公寓，佔地10公頃。總容納人數為22272人，超越國際奧委會需要主辦城市為1.4萬名運動會提供客房的標準。巨港查加巴靈體育城的選手村容納3000名運動員和官員[56][57]。

交通[編輯]

安培拉輕軌站是巨港其中一座新建的輕軌車站。

雅加達地鐵和雅加達輕軌施工進度加快，爭取在比賽前完工[58]。其中一條輕軌線路連接中雅加達行政市{{le|瑪腰蘭|Kemayoran}}運動員村和東雅加達行政市{{le|普洛加東|Rawamangun}}自行車場。市內巴士運營商{{le|雅加達專線巴士|TransJakarta}}新增416條線路服務官員[59]，並在比賽期間特定日期提供免費乘車服務[60]。

巨港也對當地的公共交通設施進行升格，其中包括修建了蘇丹馬哈茂德巴達魯丁二世機場（巨港機場）至查加巴靈運動城的25公里輕軌線路，並於2018年6月投入使用[61][62]，巨港機場也擴建了進出港航站樓以提升載客量，並修建行人天橋和輕軌站台連接[63]。城內還修建了收費公路、高架橋和大橋[64]。

比賽項目[編輯]

2017年3月，亞奧理事會宣佈本屆比賽項目共設42個大項484個小項，包括2016年里約奧運會的28個永久奧運項目、2020年東京奧運會新增的5個項目及其他非奧運項目[99]。2017年4月，亞奧理事會考慮到削減開支，取消摔跤、板球、古拉什、滑板運動、桑搏和衝浪比賽，橋牌、水上摩托車、柔術、滑翔傘、運動攀登、跆拳道（尤其是非奧運重量級）和武術比賽數量減少，調整後的項目總數為431個[100][101]。

項目的最終安排於2017年9月公佈，總數增至40個大項462個小項，屬亞運史上第二多。新增2020年東京奧運會項目3x3籃球和{{le|自由式小輪車|Freestyle BMX}}[102]。

此外，亞運史上第一次將電子競技和輕艇水球列為表演項目，其中電子競技設置六款比賽遊戲[103]。

  • 亞奧理事會原本選定的舉辦城市越南河內於2014年考慮到資金問題，宣佈棄權後，接手的印尼政府相信兩座舉辦城市的準備工作僅需四年時間。然而，由於政府無法立即提供資金，兩大主辦城市的工作於2015年推遲[104]。
  • 雅加達作為全球交通最為擁堵的城市，正在修建地鐵網絡。然而，工程到2019年才完工，因此組委會提議賽事期間學校停課，減少數百萬學生的通勤出行。當局還提議在賽事期間為官員和運動會設立專用收費公路和公交專用道，同時實行單雙號限行措施，限制上路車輛數目[105][106]。
  • 安全也是一大問題。距離開幕還有幾個月，印尼發生連環恐怖襲擊，十多名平民遇難，引起人們對伊斯蘭極端分子的恐懼。主辦地雅加達、巨港和西爪哇部署了大約10萬名安全人員，包括炸彈處置小隊和狙擊小隊。當地警察表示，他們在賽會前夕一直在打擊恐怖嫌疑人和街頭小罪犯[105][107]。此前，馬來西亞奧林匹克委員會對該國運動員的安全表示擔憂，因為印尼球迷在賽場和社交媒體上頻繁挑釁該國運動員[108]。
  • 空氣污染困擾着兩大城市。經常被世界衛生組織認為不安全的雅加達雖然一直努力提高空氣質素，但2018年7月初的空氣質素指數平均得分超過100，一度在7月17日上午11點達到「不健康」的171。賽事正值旱季，巨港也處在泥炭地失火引發霾害的風險中。官方打算針對火災熱點採用人工降雨，同時在合適的雲層中撒鹽[109]。當局還用黑色尼龍網遮蓋運動員村附近一條散發惡臭的污水河[110] 。

賽事突發狀況[編輯]

  • 2018年7月21日，蘇西洛·班邦·尤多約諾體育場女子足球場舉行地方足球賽時發生騷動，至少335個座位受損[111]。
  • 由於阿聯酋和巴勒斯坦因操作失誤沒有參加男子足球比賽首輪抽籤，加上伊拉克後來宣佈棄權，官員被迫重新分組，決定阿聯酋進入C組取代伊拉克，抽籤舉行了三次[112]。
  • 於開幕禮前夕，有記者與觀眾批評開幕禮的場館交通接駁混亂，無法乘搭大會提供的接駁車[113]。
  • 在游泳比賽男子200米自由式頒獎典禮上，三位獎牌得主的國家國旗因技術故障跌落在地。獲得金牌的中國選手孫楊見狀立刻步下頒獎台，要求重升一遍國旗。國旗隨後被重新綁上，但由於起重機已經損壞無法升起，只能把中國國歌再放一遍[114][115][116]。
  • 在舉重比賽女子58公斤級賽場上，中華台北選手郭婞淳於挺舉第二次試舉時要求133公斤，但他於試舉時感覺兩邊槓鈴重量不平均，立即向大會抗議，之後發現一邊槓鈴重量為66.5公斤，另一邊卻僅有65公斤，最後大會以較輕的130公斤作為該次試舉成績。[117]
  • 本屆亞運會馬來武術的比賽也被認為對東道主印尼有利，其中男子E級（65至70公斤級）決賽時馬來西亞世界冠軍代表阿爾祖菲里在比賽中遭遇不公判罰，其得分也被裁判無視，並在比賽只剩兩秒時被總秘書指示退出比賽抗議，最終以1比4不敵印尼選手的阿迪布特拉。而當天（27日）的另三場比賽馬來西亞也遭遇同樣的情況，最終全部項目結束後只獲4銀4銅，而作為東道主的印尼則有14枚金牌。[121]
