貴族政治

貴族政治（古希臘語：ἀριστοκρατία，"aristokratía"。英語：Aristocracy），或譯作貴族制或貴族民主，是指由少數幾個貴族集團和精英階層掌握政權的政府組織形式。

詞源

• 英文 Aristocracy 一詞來自古希臘文 aristos（最優的）和 kratos（統治）兩個詞根。亞里斯多德在他的《政治學》中，提出六種政體，貴族制與寡頭制相同，統治權由某個階級中的少數人共有，但是貴族制是以公利為出發點，寡頭制則是以統治階級自身利益為出發。
• Aristocracy 也可以用來指代貴族階層或貴族社會。
• 羅馬元老院是貴族政治的代表。
• 現代議會雛形的英國國會雖然已具有800多年的歷史，英國國會的首領為英國君主；它還包括上議院和下議院。上議院議員分為兩種：上議院靈職議員（Lords Spiritual，即英國國教中的高級神職人員）和上議院俗職議員（Lords Temporal，即貴族成員）。上議院議員大部分是以指派方式產生。下議院則恰恰相反，是由選舉產生。現今的英國上議院並非毫無實權。上議院原由終身議員（非世襲）與世襲議員組成，後來世襲議員數量被減少到一百人以下，席位由所有世襲貴族互選。上議院對預算案否決，若下院重新可決，則上議院之決議立即無效。上議院對其他法案之否決，若繼續經下議院連續兩會期可決（約一年），上議院決議無效。所以上議院有阻延法案的功能和權力。上議院議員也有可能因同僚決議失去席位，前次案例是第一次世界大戰，上議院撤銷仍任職歐洲敵國王室的本國貴族職權。

歷史

在中世紀和現代的大部分時間裡，貴族幾乎在歐洲的任何地方都控制著政治和經濟權力，他們利用財富、對最佳土地的控制以及控制租戶，形成了強大的政治力量。在19世紀，新興的中產階級造就了富有的商人，其中許多人用他們的錢來購買貴族。然而，在19世紀30年代以後，在一個國家一個又一個國家，貴族往往失去對財富和政治權力的歷史支配地位。 1790年代的法國大革命迫使許多貴族流亡，使他們失去土地和權力。然而，在1814年拿破崙戰敗之後，流亡者又回來了，但他們從未收復過所有的土地，也從未擁有過那麼多的政治權力。從英國、比利時和德國開始，19世紀的工業化帶來了城市化，財富日益集中在城市，城市日益掌權。在1789年之前，貴族通常與教會，特別是天主教會有密切的聯繫，但在19世紀一波又一波對天主教徒的攻擊浪潮中，貴族聯盟的這一部分軟弱無力。早在1900年，貴族們在英國、德國、奧地利和俄羅斯仍然保持著政治統治地位，但更加岌岌可危。第一次世界大戰產生了顯著削弱所有主要國家貴族權力的效果。在俄羅斯，他們被共產黨驅逐了。 1900年後，自由黨和社會主義政府對土地所有者徵收重稅，造成他們失去經濟權力。
