1890年布鲁塞尔会议法案
《1890年布鲁塞尔会议法案》（全名：《关于奴隶贸易和非洲进口枪支、弹药与烈酒公约》[1]，1890年7月2日签属，1891年8月31日生效）顾名思义，是为“结束陆上与海上之非洲黑奴贸易，并改善土著种族之道德和物质生存条件”而于布鲁塞尔签订的一系列反奴隶协定。该法之谈判始于1889-90之布鲁塞尔废奴会议。[2]
该法案特别适用于在“刚果盆地内拥有常规属地或保护国，以及在奥斯曼帝国与其他在东非海岸、印度洋和其他地区从事奴隶贸易的国家或地区”。比如第21条规定所采取的措施：即“印度洋沿岸（包括波斯湾和红海）、巴鲁支斯坦直至坦加拉内（克利马内）⋯⋯”与马达加斯加。该法规定将相关之国际局设立于桑给巴尔；而第68条规定：
- 各国应该承认奥斯曼帝国苏丹陛下在1889年12月4日颁布的《黑奴禁贩法》之高度价值，并确信奥斯曼当局将会采取监视行动，特别是在阿拉伯西部以及该海岸与亚洲其他帝国陛下之属地所联系之路线上。
此外波斯和桑给巴尔苏丹也同意发起相关行动（第69、70条）。[3]参与国还同意停止向非洲人出售枪支和其他武器。[4]

第一次世界大战的协约国在1919年9月10日签订的《圣日耳曼条约》，对先期的布鲁塞尔会议法案进行补充、修订。[6]
由于其对酒精的限制，该法案被认为是关于控制精神活性物质的第一部条约（早于1909年的第一个鸦片条约）。[7][8]
