天鵝演習
天鵝演習（英語：Exercise Cygnus）是英國國民醫療服務體系在2016年10月進行的一次模擬演習，旨在評估假設的亞洲流感（H2N2）疫情對英國的影響。[1][2][3]演習結果顯示，此次疫情將導致英國衛生系統因資源匱乏而崩潰。[2][4]當時的首席醫療官薩利·戴維斯表示，缺乏醫用呼吸機和屍體處理的後勤保障的問題是十分嚴重。[5][6]截至2020年4月，演習的全部結果仍是機密。[7]
《每日電訊報》報道，一位政府消息人士稱，模擬結果 「太可怕了」（too terrifying），不能透露。[2]據《每日電訊報》報道，這次演習導致一種設想產生，即「群體免疫」的方法將是對類似流行病的最佳對策。[8]
一些新聞報道根據「天鵝演習」得出的結論，批評英國政府對2019冠狀病毒病疫情的處理。[2][4]
2020年4月底，《觀察家報》報道稱，政府因要求公布研究結果而受到法律訴訟的威脅[9]。這份被列為「官方-敏感」（Official - Sensitive）的報告於2020年5月7日被泄露，並全文發表在《衛報》上（除被隱去的部分聯繫方式）。[3][10]
